Bulldoze and rebuild the entire city again.
Or just heavily fine anyone that litters or breaks any other laws. Do this for atleat a decade and then ease up. They people will become law abiding citizens and they will take care of the city. Look at Singapore

The solutions to the main problems faced by the city at current situation.
1- Treatment of rain/flood water. Only solution is to make sure that water flow when heavy rain strikes the city.
It is not a rocket science. Pipes and guttering by the sides of all roads in Karachi should be laid on emergency basis. Whatever had happened has happened, but it should not be repeated in the future. Those guttering should be linked to various water reservoirs around the city, which should be planned and build on emergency basis. All modern and developed countries have this system, it is not a rocket science that we cannot build and operate such system. Restoration of rain water and supply it to the city after purification should be done on emergency basis.
2- All the "Nalas" in the city, which were the old system to take the burden of the rain should be maintained and kept clean all year around. It should be a practice all year around not just when faced by the prospect of heavy rain. Because by then so much filth is accumulated that it is impossible to clean them in a hurry.
These nalas also should be directed towards newly constructed "Water Reservoirs". Not wasted in the ocean.
In all developed cities, the rain water flowing through these systems create "Rivers" not "Dirty Nalas". Most great cities stand on rivers in the world. Karachi has two or more such system ,which had kept as dirty nalas for last 70 years. It is a shame.

Look at this horrible clip...this is DHA Karachi and the kid along with friends going to get power outage complaint registered but got electrocuted ...this kid was trying to survive but the electrical current passing through his body couldn't let him do any thing...He was IBA student...and only son.
