Putin knows how emotional Indians are, and doesn’t want to create new problems. He would only have a photo shoot if it served a necessary purpose. This is also why Xi Jinping took off his mask to take a photo with Putin.

For the crown price of the UAE, Xi keep his mask on. The Russian President was the exception for a specific goal. The rest is full precautions.
