While RAW was sending suicide bombers to kindergarten, mosques, markets etc., ISI was preparing their one for the "big bang".....

The problem is pakistan cannot afford to declare open war against India. It cannot do so because of limited resources and economic constraints.

Pakistan option is to align itself with the native Kashmiri rebels, insurgents, jihadis (whatever you want to call them)... And support the jihad in Kashmir along the same lines of Afghanistan jihad against the soviets.

But the problem with that is that Pakistan cannot also afford to do that because of the negative stigma against jihaad due to 9/11. So Pakistan has to 1st make a moral case to the global community regarding the legitimate stance it has against India.

That is why IK is tweeting and engaging the global community... He is building the.case for covert war against India.
