Pledges worth $16b for Afghanistan expected at Tokyo conference

TOKYO: Donors at a major development conference for Afghanistan are due to pledge total aid of more than $16 billion for four years to 2015, Japanese Foreign Minister Koichiro Gemba said Saturday.
Japan, which hosts and co-chairs the one-day conference being held on Sunday with Afghanistan, will provide up to $3 billion for the five years to 2016, in addition to $1 billion for the war-torn nation’s neighbouring states, he said.
The total pledge of more than $16 billion will include part of the aid to be declared by Japan.
“This scale of pledge will satisfy the fiscal gap that the World Bank and the Afghan government have said would be needed for the development of the country,” he said.
Afghan President Hamid Karzai, who is attending the conference along with US Secretary of State Hillary Clinton and United Nations chief Ban Ki-moon, has called for $4 billion a year in civilian aid.
Afghanistan fears donations could dry up when NATO pulls out in 2014, with the focus of the Tokyo meeting set on whether the international community will stay committed to supporting the country in the years after foreign combat forces leave.
“Japan should contribute to making a systematic framework which will cover the so-called ‘Transformation Decade’ after 2015,” Gemba said.
His announcement came hours after Clinton, who arrived in Tokyo late Saturday, said the United States had designated Afghanistan a major non-NATO ally, giving the war-torn country special privileges.
Clinton announced the move, which provides a long-term framework for security and defence cooperation, during a brief visit to Kabul where she had a breakfast meeting with Karzai.
“We see this as a powerful symbol of our commitment to Afghanistan’s future,” Clinton said at a news conference after talks in Kabul with Karzai.
Tens of billions of dollars have poured into Afghanistan since the US-led invasion that toppled the Taliban in late 2001, but graft is rife from local police to high officials, and patience among donor countries is wearing thin.
A principle of “mutual accountability” will be stressed at the more than 70-nation meeting, making continued payment of aid conditional on Kabul making progress, particularly on transparency.
German Foreign Minister Guido Westerwelle, visiting Tokyo for the conference, met Gemba on Saturday and stressed that Afghanistan will need to help put its own house in order.
“This meeting aims to help the Afghanistan side also make progress in areas of good governance, fight against corruption and more transparent domestic condition, as well as measures to address the drug issue,” he told reporters.
Ministers from Britain, France and Australia, as well as India, Pakistan and Iran, will also be present alongside envoys from countries including Russia, Saudi Arabia, Qatar, China and South Korea.
After more than 30 years of war, the Afghan economy is weak and the country cannot survive without foreign aid. According to the World Bank, spending on defence and development by donors accounted for more than 95 per cent of GDP in 2010-11.
Without a functioning economy, Kabul covers only $2 billion of the $6 billion it spends each year not counting security costs, said a Western diplomat, with donor countries making up the difference.

Atleast what India pledged has been fulfilled.
1. Schools, hospitals, roads,
2. Railways and dam (to be built),
3. Aghanistan's Parliament and "Shady" Indian Consulates which always are center of conspiracy theories.
4. Training of ANA soldiers at Indian Military Academies by Indian Officers.
5. Scholarship to thousands of Afghanis students at Indian Universities.
6. Commitment to provide employment to local population in contracts won by Indian companies to mine natural resources.

So has China doing, to make Aghanistan economically stable as their eyes are on those resources too.

US has supplied weapons to ANA (not new) and works with them, teaching and training them.

Great but Afghan people still do not have faith in their own currency and still use the Pakistani Rupee and American $$ in many parts of the country, the situation will only get worse as money is leaving Kabul in billions and as Nato pulls out in 2014 it could lead to economic collapse of the whole system.

US will be leaving tens of thousands of its Special forces which will work with ANA. When countries like China and India, are competiting for mines , Ayanak Copper Mine to China, Iron ore mines to India, I definitely think that there will be hardly any possiblity. China will ask Pakistan to influence and ensure stability in Afghanistan for its own good. TAPI pipeline, if materialized will strengthen its economy.

I admit there are so many "IF"s, but there is always great chances for return of peace and stability in this part of the world. Afterall its one of the epicenters of 21st century, US, China, India, all have vested interest in it.

$4 billion civil aid per year till 2015 on top of $4.1 billion military aid for the next 10 years plus long term investments from various countries. Not to mention a small portion of U.S forces will be there as advisors. This is huge. If someone is predicting doomsday for Afghanistan after NATO forces pulls out, they are mistaken.

To draw a parallel, Najibullah's regime was able to survive on Soviet aid between 1989 and 1991 keeping the Mujahideen at bay after Soviet pulled out of Afghanistan. His regime collapsed only after Soviet Union stopped providing aid in 1991.

Karzai and his govt officials would be happy after this pledge. :D
