The article is just speculating on the changing of Chinese position.

Assuming the Chinese is changing their position, this would be because China deem it to be at her advantage.

China is bigger and have more resource at her disposal than most other countries in the world. If China consider her SIGINT capability and projection of that capability to be in her advantage against most countries either currently or at near future, then this could be the reason why she would want to change her position. It would also come in handy in the various territory dispute that China engaged in.

Further reason could be because China is unable to stop what US is doing, well if you can't beat them, why not join them.

But this is all speculation.

China might still stick to her old position as a matter of foreign policy principle. Emulating US foreign policy still considered unsavory to most Chinese because of the golden rule.
