Not so logic. Ethnic Chinese in the US have lived there for more than 100 years and most now speak English only. Will they still be registered as ethnic Chinese if immigrating to Singapore?

In addition, it is worth to mention that most mainstream ethnic Hoa groups in Vietnam now speak Vietnamese only (at least from what I can observe).

It depends on what they are identify to, ie what are they declaring..

If they were to identify themselves in terms of Nationality. Then Chinese-American would identify themselves as American. However, if they were to identify themselves in terms of ethnicity. Then they will identify themselves as Chinese/Asian.

Also, most country have a well defined census, they don't just ask you simple question like that, they also ask where your ancestor is from and what language do you speak.
