ISLAMABAD: Investigators in their preliminary report on the PK-8303 crash that claimed the lives of 97 people held the pilot of the ill-fated Pakistan International Airlines (PIA) plane and air traffic controller responsible for the incident, ARY News reported on Monday.

According to the report, the pilot of the PK-8303 did not follow the procedure and he was overconfident.

The air traffic controller is equally responsible for the incident as he did not asked the pilot to make landing instead of taking off when the engine hit the runway, the report said.

The report has been prepared with the cockpit voice recorder data, planes debris and other evidence collected from the crashed site by the probe team.

Aircraft Accident and Investigation Board (AAIB) led by Air Commodore Muhammad Usman Ghani has presented the preliminary report on the PK-8303 crash to Federal Aviation Minister Ghulam Sarwar Khan.

It must be noted that Prime Minister Imran Khan had asked the federal minister for aviation, Ghulam Sarwar Khan to produce the investigative report by Monday.

Ghulam Sarwar Khan had assured the prime minister of bringing forth the preliminary report and will present it to Imran Khan tomorrow, sources privy to the development claimed.

The Air Accident and Investigation Board (AAIB) commenced technical probe of the ill-fated aircraft PK-8303 plane’s debris collected more evidence regarding the crash on June 19.

Earlier on June 2, the Civil Aviation Authority (CAA) had pointed out in a report regarding ‘violations’ made by pilot of ill-fated PK-8303 aircraft of Pakistan International Airlines (PIA) which was crashed last month.

The Civil Aviation Authority’s Additional Director Operation had sent a letter to the safety department of the national flag-carrier, Pakistan International Airlines (PIA). The copy of the letter was also obtained by ARY News which stated that the pilot of the Airbus 320 aircraft did not follow the instruction of the air traffic controller (ATC).

The report was followed by the written response of air traffic controller (ATC) and approach tower controllers which had been submitted to the investigation board on May 26 during the probe of Pakistan International Airlines (PIA) plane, PK-8303, crash incident.

The captain had asked the ATC that he will adjust its altitude and speed before landing, however, he landed the plane without opening landing gear during the first attempt. The ATC added that both engines of the aircraft were badly damaged after hitting the ground as the plane landed without opening landing gear.

It seems that the captain forgot to open the landing gear while maintaining speed and altitude of the aircraft, said the air traffic controller.

On May 22, flight PK-8303 crashed in Model Colony near the Jinnah International Airport in Karachi, killing 97 people while two miraculously survived.

Well the pilot is gone and is answerable to Allah now, but we need to properly prosecute the air traffic controller who is perhaps a siyasi bharti and may not even be qualified for role.

According to some people who did an analysis of the events, inc runway evidence, comms recordings etc it did seem the plane landed too fast hence the wheels were not lowered. It was a belly landing with bot engines scraping the runway, the captain should have not done a turn around, not sure how ground controller would know this before giving clearance for a turn around.

Remember the report has not been officially made public but if this is true then the flight crew made a massive blunder and PIA et al all need to look at who is employed in these very responsible positions. Engineering, safety, pilots & cabin crew must all be top notch and well trained. This was a massive failure by PIA, PALPA, CAA. Must ensure a wholesale clear out of all fake qualified persons.

The maintenance schedule needs to be shared publicly along with instruments and sensor health certificates. Everything pilot did indicates that sensors were either not working or they were giving false readings.

What?? do air traffic controllers give commands for a go-around in Pakistan? Or may be I did not understand this statement. Somebody please clarify.

aviation rules are same all over world be it pakistan or USA .

That's what I thought also but that statement seems to suggest otherwise. Can you help me understand that statement please.

Sounds like the ATC did not insist that the pilot land, basically stating that he "allowed" the pilot to takeoff again

all over world planes follow same precudure or else it will be chaos sir .
here are points of primary report

Preliminary crash investigation report prepared by Aircraft Accident Investigation Board (AAIB) to be presented by Aviation Minister Ghulam Sarwar Khan in the parliament on June 24.

According to preliminary crash investigation report excerpts on various news channels:

Cockpit crew did not follow procedures.

Cockpit crew was overconfident.

Cockpit crew did not follow procedures and ignored ATC instructions.

ATC failed to force cockpit crew to follow instructions.

The aircraft should have been stopped when it touched the runway surface with retracted landing gear. Engines damaged by hitting runway surface failed after aircraft climbed again.

The aircraft was not handed over to control tower by approach control.

Damage engines' debris was also not removed from runway when the aircraft was making another attempt to land.

PIA and CAA methods/procedures also blamed for their failure to control accidents/incidents.

yes once its touched runway he should ask him not to climb again rather he allowed him and then without cleaning runway again he give him free to select any runway for landing instruction while debris of engine were still on runway.

I think that action should always rest with the captain of the flight. ATC usually will not speak when a plan is about to land, touched down or taking off. Maybe there are suggesting he could have informed the pilot that he/she observed the engines touching the ground.
Anyway must be so hard for family members to read all this. RIP to the fallen.
