Air conditioning systems of an aircraft do not work on the ground. Air-conditioning vans are there for attached to the aircraft externally. The problem could be the availability.

If you consider PIA then you have to know that they like to reduce the numbers of aircraft when they are procuring new ones. PIA had 12 A-300's but those were replaced by adding 6 A-310's. Like wise 18 F-27's were replaced by 7 ATR-42's.
All other airlines like to increase capacity by adding more aircraft but PIA like to decrease capacity as it is a trend setter

There would problem in auxiliary power unit & they don't have external air conditioning van available or don't want to use it for economic reason.

This is how Aircraft Air-conditioning works on the ground

An Aircraft does not have any airconditioner.

IN THE AIR
These components provide conditioned air via the following step by step process:

• First, outside air enters the airplane engine.
• Next, compressors within the engine compress this low-density air.
• Hot compressed air from the compressor (bleed air) is then transported via ducts to the A/C packs.
• Prior to entering the air conditioner units, the bleed air passes through the pack flow control valve, which regulates the flow of air entering the conditioning packs.
• Within the A/C unit, two air-to-air heat exchangers are installed that supply outside air via a pack inlet scoop and the air exits through an outlet duct.
• As the cold air exits from the conditioning pack, it is mixed with warm air.
• The desired air temperature is achieved by regulating the amount of hot air mixed with the cold conditioned air exiting from the packs through a by-pass valve.
• The regulated air is then fed to a mixing unit which transports the air further on into the cabin and the cockpit.
• The by-pass valve, pack flow control valve, inlet scoop and outlet duct are all operated by, and connected to, a pack controller.

that's not as much of a problem as the political mafia is. pia has 600 staff per plane whereas world average is 200 give and take a few pre plane. and most of these happened because of PPP gunda gardi.

The way things are going, I atleast am hopeful that these institutions will get back on track sooner or later. The corrupt political elite are being targeted and the pace is very fast. Be it ppp or pmln. This army chief is a gift of god no doubt he is handling terrorism and corruption exceptionally well. May god help him succeed.
