A new Turkish satellite has Israelis eyeing the end of a U.S.-backed blackout on high-resolution commercial photography of their turf from space.

The GokTurk satellite due in orbit by 2013 will sell images of objects more detailed than 2 metres (6 feet) across -- currently the finest grain available when it comes to pictures of Israel, thanks mainly to U.S. legislation from the 1990s.


Turkey's leap into the aerospace market treads on Israeli security sensitivities given the former allies' recently strained ties. Unlike with other nations that have fielded commercial satellites, Israel has little leverage over Ankara.

"We try to ensure that we are not photographed at high resolutions, and most (countries) accommodate us," a senior Israeli defense official said.

"Should we request this of the Turks? We won't ask for it. There is no one to talk to."

The official cited Gokturk, and popular space-image clearing houses like Google Earth, among developments that have prompted discussions in Israel as to the viability of the so-called "shutter control" over commercial satellite cameras:

"The basic agreement was for 2 meter (resolution). This has still not changed. In the future, it will certainly change."

The current "shutter control" is anchored in an amendment to the 1997 U.S. National Defense Authorisation Act, which banned disseminating satellite images of Israel of a grain higher than that available from non-American commercial sources.

Israel used bilateral lobbying to deal with the few such challenges to Washington's aerospace dominance to emerge so far.

An Israeli firm provided the telescope for Kompsat, a South Korean commercial satellite launched in 2006. Its camera offers photos with a maximum resolution of 1 metre (3 feet).

"They don't photograph our area at a resolution better than 2 metres," the Israeli official said. "There is always conditioning."


French connection


Similar appeals have been made to France, whose Pleiades satellite will soon sell images with a 0.7 meter (2 foot) grain. France, along with Italy, has a subsidiary role in GokTurk, which experts say may provide pictures of even higher resolution.

But Turkey, whose Islamist-rooted government froze relations with Israel after its deadly raid on a Gaza aid ship last year, has shown no interest in veiling the Jewish state from GokTurk. "We decide how to use the images taken by our satellite," an unnamed Turkish official told the newspaper Today's Zaman.

The dispute is not new. Israeli Defence Minister Ehud Barak tried to sell the Turks an Ofek spy satellite in 2008. But those talks collapsed, with Barak aides blaming Ankara's refusal to accept a "shutter control" clause in the contract.
The Israeli official said such measures helped prevent "sensitive material falling into the hands of terrorists". Israel also frets about its nuclear facilities and other secretive projects becoming too open to public scrutiny.

Asked about the prospect of Israel's "shutter control" expiring, the official cited countermeasures developed by other countries, such as jamming space communications and even the shooting down of hostile satellites.

Worried about missile attacks from an array of regional foes, Israel has been digging in -- for example, with a huge government bunker in the Jerusalem hills and a submarine hangar at Haifa port. These offer some cover from satellites.

"We know how to defend ourselves like others defend themselves, and better than others," the Israeli official said.

Gokturk 1 which have 0.6 or 0.8 resolution was delayed to 2013 due to Israeli parts on satellite but we will send this year our second indigenous observation satellite Gokturk 2 which have 2 or 2.5 m resolution. In a possible conflict we should cut down electricity of Nato air defence radar also we should provide high resolution photos of Jews to Hezbollah and Mollas. Israelis have deserved it.

I am rather glad the our first satellite got launched succesfully, and I'm looking forward to the other satellites. It's just speculations and angst attacks from the jews. I don't remember the Israelies having signed a no-shutter clause about Turkey or any other nation. So they're looking down really well. I guess that it's only fair that we do the same.

IF the israelies are so scared of what might happen with the footage... I guess it's time they got down from their high horse, and treat their allies better. Although I'd like to point out that Turkey were one of the first countries to recognize israel, so we're still a guarentor (correct spelling ?).

Another correction to the article would be "former CLOSE allies", we're still allies but it's chilling in the freezer.

Developments in Space Technologies and TAF Satellite Need, as well as the developments experienced with regard to space since 1970s grew in 1990s and led to the emergence of new trends; visual satellites, in particular, became a part of our lives. Extension of usage area of visual satellites, and rise of the benefits gained thanks to innovations in technology have made the necessity of such systems in terms of military indisputable. Within this framework, TURAF initiated studies towards having satellite systems, so that TAF can take its part within this historical evolution process. In order to determine the technical specifications of the electro optical reconnaissance and surveillance satellite foreseen to be acquired in the first phase, satellite image requirements of TAF have been examined and the Air Force Command triggered the Project of Reconnaissance and Surveillance System, in the wake of the evaluations carried out.


Project Description

Within the scope of the Reconnaissance and Surveillance Satellite System named as GÖKTÜRK; A satellite which will be deployed on the low earth orbit (650-700 km) and which carries a very high-resolution Electro optical (E-O) camera and a fixed and mobile satellite earth station to form the earth section of the system will be obtained, with a view to satisfy the satellite image need of TAF for target intelligence, without any territorial water and air space restrictions and in daytime and under favorable weather conditions. In addition thereto, a Satellite Assembly Integration and Test (SAIT) center will be established within the scope of the project.

Technical specifications of Göktürk Project:

Electro optical camera system on the satellite will be able to take 4-band color and black-white images.
In order to make the best of sunlight, the satellite will be deployed on the low orbit (at 650-700 km altitude) compatible with the circular sun.
It will have imaging capabilities in spot, stereo, stripe and wide-area modes.
Communication can be established with the satellite, by means of the earth station based in Ankara, and the images taken by the satellite when it is out of the communication cone will be stored to be transferred to the earth station afterwards.
In line with the orbit properties, images will be acquired across the world via satellite. On the orbit, a cycle of the satellite is approximately 98 minutes and it will complete 14 cycles per day around the world.


Earth Station

The following functions are intended to be created in the earth station to be built within the scope of the project;

Satellite command control,
Satellite tasking and image downloading,
Image processing,
Planning image requests, archive management and image distribution.


It is further intended that the Satellite Earth Station will have an expansion potential to support operation of the satellites that will take part in the future within the reconnaissance and surveillance satellite system architecture.

Usage Concept

Reconnaissance and Surveillance Satellite System will be used in line with the needs of TAF; in peace, crisis and war. In addition, meeting possible satellite image demands of Public Institutions and fulfilling possible image requests of friendly and allied countries within the scope of peacekeeping operation and/or antiterrorism are further projected.

Activity Calendar

The agreement concerning the project, procurement activities of which were initiated within the Undersecretariat for Defense Industries (UDI) in 2005, was executed on 16 July 2009. The satellite is envisaged to be placed into the orbit in 2013. With the reconnaissance and surveillance satellite system added in the inventory, the reconnaissance architecture will have gained substantial system ability and in the future, efficient imagery intelligence production ability will be obtained by using satellite images together with reconnaissance aircraft and unmanned aerial vehicles.
