Philippines' Duterte derides U.S. for past inaction in South China Sea

MANILA (Reuters) - Philippine President Rodrigo Duterte on Thursday accused the United States of having a provocative stance on the South China Sea and said its inaction when China started building manmade islands was the cause of tensions now besetting the region.

Duterte said Washington's freedom of navigation patrols risked a "miscalculation" that could spark conflict, and accused the previous U.S. administration of pressuring the Philippines to take a stand against China, without a guarantee of military support.

"You go there in the pretence of challenging them?" he said of the U.S. patrols that began under the Obama administration. "One single solitary shot, it could lead to an explosion and it could lead to a war and it will be a slaughter."

The firebrand leader is open about his grudge against his country's oldest ally, which he said was bound by a treaty to protect the Philippines, but had done nothing when China started building in parts of Manila's its exclusive economic zone (EEZ).

"Why in hell, America, the only one who can act there, why did it want my navy to go there? It will be a massacre for my soldiers," he told an audience of lawyers.

"Why did you not, the first instance, go to Chinese working there, building structures there?"

He added: "Why did you not reprimand them? Why did you not send five aircraft carriers? And you had to wait for the problem to ripen to an international issue involving, this time, so many countries.

"You could have cut the problem in the bud had you taken a decisive action."

Duterte's comments came amid concern in the Philippines that China would build several environmental monitoring stations in disputed waters, including on the Scarborough Shoal 124 miles off the Philippine coast. China has dismissed that as "not true".

The United States insists it wants to preserve freedom of navigation and oversight in the strategic waterway and that its actions are not a provocation.

SURPRISE OVERTURES

In contrast to his tirade against Washington, Duterte did not criticize China, which he is trying to cultivate as a buyer of farm produce, and builder of its infrastructure.

His overtures toward a country long regarded by Manila as a maritime aggressor marked an astonishing foreign policy shakeup. Recalling his remarks at an October meeting with Chinese counterpart Xi Jinping, he said the two had a lot in common.

"I decided to change a little bit our foreign policy," he said.

"Why is it that we are too far from trade and commerce with China? They said we are Americans. Said who? - China.

"I went to China, (and said) 'I don't like Americans, we're the same. I came to shake your hand and if I can have participation in trade and commerce'."

He invited China to send a battleship to visit the Philippines and suggested sharing offshore energy resources in the Philippine EEZ that China lays claim to.

"Even if I like to claim it all, I have no capital, even the rigs and everything, we cannot afford it," he said.

Duterte said it was pointless trying to challenge China's fortification of its manmade islands and ridiculed the media for referring to a comment he made during his election campaign, when he said he would ride a jet-ski to one Beijing's reclaimed reefs, and put a Philippine flag there.

"We cannot stop them because they are building it with their mind fixed that they own the place. China will go to war," he said. "People want me to jet ski. These fools believed me."

Well, the phil can't blame the usa for trying to use the phil as cannon fodder. the reverse is also true that the phil wants the usa to be a cannon fodder for the phil in this scs conflict. the mutual defence treaty is not a fair treaty because everyone can see that this treaty only benefits one side and that side is the phil.

Said it many times. US does not give a shit about its lessor allies that have little strategic value. China know US will not risk American lives to help any yellow bastards . Taiwanese, Filipinos, Vietnamese, you fuckers are on your own. That's the truth.

The only winners are the experts and lawyers who pocketed millions from Manila.

Especially those so called SCS experts from the US and Australia, some I personally listened to in international conferences, they no longer have to kill themselves to write one or two SSCI articles per year to keep their contracts.

I am not a senior researcher, but, if I had a chance, I would really love to sit on the PH bench in the fake court and defend Manila.

I would have early retirement.

Suckers are essential so that brilliant opportunists would enjoy life.

The only way he knows to achieve things is by shooting at them.
Guess what, it works only for 1% cases and in half of those cases the achievement will be incomplete and it might bite back.

A complete failure in geopolitics. Total lack of understanding about how diplomacy functions.

The interesting thing is that even though Duterte has criticized the US many times and has reduced defense relations with the US. Defense relations actually are still maintained. They have only been reduced. A very important condition that Duterte has outlined is that the Philippines cannot defend Scarborough Shoal against the Chinese. If the Chinese start land reclamation at Scarborough Shoal, it may return defense relations back to a high level. And seeing that recently China announced that they had plans to build a radar station on Scarborough Shoal, I think the Philippines will increase defense relations with the US again. But despite the so-called low level defense relationship, Filipino officials visited USS Carl Vinson when it was patrolling the South China Sea.

Manila, Philippines - Department of National Defense Delfin Lorenzana on Saturday visited the aircraft carrier USS Carl Vinson patrolling the South China Sea, hailing the "strong relationship" with Washington despite President Rodrigo Duterte's pivot away from Manila's traditional ally.

The US Navy said the USS Carl Vinson had been engaging in "routine operations in the South China Sea" since last month to assert freedom of navigation in the strategic waterway claimed by Beijing, Manila and a host of other Southeast Asian nations.

Secretary Lorenzana said he and other top officials in Duterte's administration had a "very interesting and informative" visit to the aircraft carrier.

With him on the visit were US Ambassador to the Philippines Sung Kim and Justice Secretary Vitaliano Aguirre II, and Finance Secretary Carlos Dominguez, among others.

"We have a strong relationship with the US on account of our mutual defense treaty," Lorenzana added, referring to the cornerstone 1951 agreement.

Duterte has thrown the Philippines' 70-year-old alliance with the US into question, threatening a "separation" from Washington last year and calling for the withdrawal of American troops from his country.

After angrily rejecting US criticism of his deadly war on drugs, the firebrand president has shifted Philippine foreign policy more towards China and Russia.

Duterte has made overtures to Beijing despite a long-running territorial dispute over the South China Sea.

Lorenzana said the Philippines had "nothing to do" with America's naval patrols through Chinese-claimed waters but said he was "impressed" by the aircraft carrier and its some 70 aircraft.

"The warship has more combat planes than the Philippine Air Force," he told AFP.

Under previous governments, Manila tried to improve defense ties with its former colonial ruler Washington to boost one of Asia's weakest armed forces.

Duterte has said he plans to source weapons from Beijing and Moscow instead.

Duterte says he’ll visit China in May

Grateful for its kindness toward the Philippines, President Duterte is scheduled to make another visit to China to further enhance diplomatic and economic relations.

At the gathering of Filipino-Chinese businessmen in Pasay City last Friday, the President announced that he would attend the “One Belt, One Road” summit upon the invitation of China President Xi Jingping. The major forum which aims to connect China’s neighbors through massive infrastructure projects is slated in Beijing this May.

“I would like to thank again President Xi Jingping for being just too kind to us. And I am going there,” Duterte said.

“I was invited by the President himself ‘yung the One Road, One Belt, One Road. It’s a very ambitious project of China,” he added.

This would be the second visit of President Duterte to China since he assumed office last June amid improving ties.

Duterte made a state visit to Beijing last October.

In his remarks, Duterte acknowledged that the country has benefited a lot from the improved trade and investment relations with China.

“I would like to thank China. China alone for helping us and initially the 10 billion investments that they promised,” he said, adding China also plans to build two bridges in Manila for free.

Duterte said the local economy is “improving” with the help of China’s decision to ease trade restrictions for the country’s agricultural products.

“I would like to thank China again. Our exports in banana have doubled and the pineapple increased by 50 percent,” he said.

And China says, you sell to us what you have in your country. And we will teach you how to improve on the quality before you send it there. But we are willing, we are opening the floodgates of our country in importation because we want to help you,” he added.

Duterte said when he met President Xi last year, he told him about his intention to expand trade relations with China.

He made clear that he was not seeking a military alliance with anybody “certainly, I can choose the friends who are kind to us, those who understand us, and those who do not make imposition.” (GENALYN KABILING)

What did Aquino do for PH by bending down and spreading his legs wide open for US to enter? Abe (a fan of JAV) thought it was a superb idea to have a threesome and jumped right into the orgy. The other claimants passed the invitation and rather watch it from the spectators' seats in order to avoid attracting any disease. :D

The "smart" Vietnam enjoyed the most the gala show put forward freely by Noynoy yet from a safe distance...while Abe cheerlead from the side stage... eventually it's the Pinoy who suffered the hemorrhage caused by the show while still had to bear the show bills alone at the cost of around US$30 million, taken from the tight Pinoy taxpayers' coffer. It's indeed a luxurious show that the Pinoy cannot afford. Nonetheless Uncle praised highly the works by his servants and reaped his satisfactions :P

At the end the dumb Noynoy is just a blatant disgrace to his late great parents esp. his lovely mom, Mdm. Cory, as well as to his country and people :no:

The 30 mil is a large chunk of cash for PH, no surprise their newly elected presidente not only wanted some super glue to stop the bleeding but also the financial aid to foot the bill. What a coincidence, China happened to have some super glue and is also a financial juggernaut. As fate would have it China is a godsent gift from Heaven.

If the US is 1% of the ally that it claims to be, it should pay the $30 million that PH incurred to stir peace in the SCS via a fake kangaroo court.

Besides, most of the 30 million USD went to US or Australian nationals, hence, the West benefited not just directly, but also indirectly.

Duterte saw this, and also saw the outgoing politically belly-dancing Obama and incoming divider Trump. He had little chance of survival under US regime protection, besides, VERY FAKE NEWS US regime media was already making a demon out of Duterte.

Duterte has chosen the only remaining and rational option.
