Mushi the badmash with the help of chaudry brothers of Gujrat, the situation was so bad that there was a CNG station after nearly every couple of kilometers on the GT road during middle 2000s. The CNG pump was a political bribe used in Mushi's time with the help of chaurdry brothers of gujrat to keep the PML-Q party intact.

pakistan has no iron ore, no high grade coal. why blow your FOREX on steel mills ?
Pakistan does have these, that you are unaware of, but they are not being utilized.
 
"industrialization" is a very vague term. It is open to subjective interpretation and different people will have different ideas about it.

Personally for me (coming from the Late Dr. Zafar Altaf, former Secretary of Agriculture), the central issue is to develop first a steel industry. The 1960s plan was a rail line between a coal producing area connected to an iron ore producing area. This would create a powerful steel industry that would be globally competitive.
In the current world where almost everywhere steel industries are losing money, it is not wise to start unless you need for defense (special steel). To have a good steel industry you need to stop importing from China. But still, you won't able to make as cost-efficient as China which will make your export (which are using steel) less competitive.
Every steel manufacturer without having a raw material source next to it is losing money due to overcapacity in the world and Chines mills dumping its steel everywhere via government support.
