People of Indian enclaves hoist Bangladesh flag

People of Indian Garati enclave in Panchagarh district hoist the national flag of Bangladesh yesterday as part of their ongoing agitation demanding citizenship of Bangladesh through early implementation of the enclave exchange deal with the neighbouring country. People of Indian enclaves inside Bangladesh first ever observed Independence Day in their respective enclaves hoisting Bangladeshi national flag yesterday.

They also brought out processions with Bangladeshi national flags and hoisted it on the rooftop of their houses.

General secretary of India-Bangladesh Enclave Exchange Coordination Committee, Bangladesh Chapter Golam Mostafa told this correspondent that the enclave people observed Independence Day in all 111 enclaves inside Bangladesh with a decision to forsake Indian citizenship. It was a part of their on-going agitation programme, he added.

Golam Mostafa hoisted Bangladesh flag at Garati enclave under Panchagarh Sadar upazila as chief guest while chairman of Garati enclave Mofizer Rahman was present. The enclave people later brought out a procession and marched different streets of the enclave.

Meanwhile, the indefinite hunger strike by the inhabitants of 111 Indian enclaves in Panchagarh entered its ninth day yesterday.

About a hundred people, including women and children, began the strike along Dhaka-Panchagarh highway adjacent to Puthimari Indian enclave.

Twenty-five people fell sick during the strike that started on March 18. Of them, five were admitted to Panchagarh Sadar Hospital as their condition deteriorated.

However, local administration is yet to offer any positive message to the enclave people who are on hunger strike.

The enclave dwellers went on hunger strike to press home their three-point demand including immediate implementation of the 1974 Indo-Bangla land boundary agreement, popularly known as Indira-Mujib Pact.

The two other demands are fundamental rights of the enclave dwellers on both sides of Indo-Bangla border and free movement with passports to perform religious rituals.

Leaders of different political parties and social organisations expressed solidarity with the agitating enclave people.

The enclave people are living an awful life amid lack of employment opportunity, infrastructure, educational institutions, electricity, medical facilities and security, they said.

Meanwhile, people of 51 Bangladeshi enclaves inside India are also continuing 'hunger strike' at Shanghati Maidan in Dinhata sub-divisional town in Cooch Behar district of Paschimbanga in India from 12 March, said Diptiman Sen Gupta, deputy secretary of India-Bangladesh Enclave Exchange Coordination Committee, Indian Chapter.

KOLKATA: A journey of 60 years now seems endless to them. With tears in their eyes and the national flag of Bangladesh held high in their hands, a few lakh Indians residing in the enclaves within Bangladesh celebrated Bangladesh's Independence Day on Monday.

"Though officially we are Indians, but because of our location and culture, we can identify more with the Bangladeshis," said Mofijur Rahman, chairman of Garati enclave in Bangladesh. He hopes that someday their enclave will become part of Bangladesh and he will become a citizen of that country.

People residing in the 162 enclaves along the Indo-Bangla border for last six decades are detached from the mainland and even denied nationality and voting rights by either state, thus becoming 'stateless'.

Demanding immediate merger with Bangladesh, which according to them will end their hapless condition, hundreds of enclave dwellers sat on a fast till death in all the enclaves on either side of Bangladesh. Hile Bangladeshi enclave dwellers are on hunger strike at Dinhata since March 12, while their counterparts in the Indian enclaves have been on a warpath since March 18.

Mofijur's voices were echoed by Mojaffar Hossain and Taslimuddin of Putimari and Dasierchhara enclaves. On Monday, they all observed Bangladesh's Independence Day in Indian enclaves and took out rallies with Bangla national flag. Earlier this year, Bangla enclave dwellers observed Indian Republic Day too.

Years after Bangladesh declared independence from Pakistan in 1971, the country's first premier Seikh Mujibur Rahman signed an agreement with his Indian counterpart in 1974 to exchange the enclaves, contiguous to each other's mainland, to end the misery of those residing in these enclaves. Under the agreement, 51 Bangladesh enclaves were supposed to merge with India while 111 enclaves commonly known as Chhitmahals were to merge with Bangladesh. But nothing happened after that.

In the past couple of years, following an agitation by enclave dwellers under the political banner of the Bharat Bangladesh Enclave Exchange Coordination Committee, the Bangladesh government took an initiative towards the goal. It conducted a headcount of enclave dwellers and has decided to give voting rights to those dwelling in 51 enclaves of the country within Indian territory. It may be noted that India has 111 enclaves within Bangladeshi territory and Bangladesh has 51 in India.

Read the 1st para of the times of india article in the 2nd post... it is couple of lakh people not 40-50. Get your fact right before posting it. Problem is that 85% people of indian elclave and majority of the people of bangladeshi enclaves inside inside india want to be bangladeshi citizen. This is problemetic. Have you seen people of bangladeshi enclavs are hunger striking but has not asked to be indian citizen.

Thanks to them as they debunked the illegal migration propaganda that bangladeshi nationals are going to india by turning down indian citizenship.

Illegal power supply to Indian enclaves for irrigation



Electric wires from Power Development Board's (PDB) transformer (inset) at Khankapara of Chilahati Bazar in Nilphamari district goes to Indian enclave Balapara Khagrabari through bamboo poles as a section of PDB staff made the illegal arrangement allegedly in exchange of bribe from several big farmers in the enclave, who are using the electricity for irrigation.

While the country's farmers are facing acute irrigation problems in the current boro season for power outages, Bangladesh's electricity is being used to irrigate acres of land in Indian enclaves attached to Domar upazila of the district.
Locals said that a section of officials at Power Development Board (PDB) in the upazila arranged this illegal power connection to the enclaves Balapara Khagrabari and Kharija Bhazini -- in exchange of money.
During a recent visit, this correspondent found that the connections have been taken from a transformer at Khanka Para in Chilahati area near the land sub-registration office.
With support of a number of bamboo pillars, wires from the transformer are transmitting the PDB electricity to the enclaves. Three electric meters have also been set up on the pillars of the transformer.
Harunur Rashid Bulbul, a resident at the Indian enclave Balapara Khagrabari, admitted of taking of power connection from the Bangladeshi transformer.
Locals alleged he is operating power pumps for irrigation of over 250 bighas of land.
“Being deprived of any facilities from both countries, we are passing an inhumane life”, Bulbul said.
“We want sympathy and kind co-operation from Bangladeshi people as we are agitating to be a part of Bangladesh's mainland.”
Similarly, Mokbul Pramanik and Mokshed Pramanik of Khazira Bhazini enclaves are irrigating over 500 bighas of boro land with Bangladesh electricity.
Locals further alleged that the electricity connections to the enclaves are being shown in the name of Bangladesh citizens.
Contacted, Belalluddin, residential engineer (RE) of PDB in Domar, expressed his ignorance about the use of Bangladesh electricity in Indian enclaves.
“I will look into the matter and take proper steps if we find it a fact.”
Belalluddin said that the total supply of electricity is about 3 to 3.5 megawatt against the demand for 8 mw in the upazila.
The huge gap between demand and supply has been creating an acute power crisis, the RE said.

BD should give this guys citizenships since they are bengali muslims and should claim all the IND enclaves. We should also allow
the BD enclaves citizens into our country and help them settle here. NO point in waiting for India to solve the enclave issue since majority of this people from both enclaves are muslims and they don't give a damn about their well being. I don't think your country is serious about the enclave issue since it means absorbing muslim population that you guys hate so
much. Both side of the enclaves have muslim majority and thus none want indian citizenship but rather want to be with BD. SO
its better you give us your enclave to us and we take the indian enclaves and population from both the enclaves. But its only
my opinion, don't know about the other BD members.
