A better air force. Right now, Iran's air capabilities are not so good. Sure Iran has a number of F-14s and Migs, but they're limited in number, and are quite aged. Iran need better SAM capabilities, and the Russian refusal to sell to Iran stung Iran's air defense force quite a bit.

who are these nations with decent militaries ?? what countries you think it be ok and Iran need to make relations with

India, Pakistan, Russia, China, maybe a European nation (rationally it would be eastern European) such as Serbia, Turkey...etc. IF Iran can get military sanctions lifted, it's defense prospects can skyrocket, as Iran has a lot of money it is willing to spend on big number items. As long as the sanctions are there, Iran's defense capabilities will always be behind the rest of the region.
