It means India's cross-border terrorism against neighbors is going to continue. And there are so many foot soliders available in Afghanistan to do the dirty work for Ajit Devil.

It means that India won't face Pakistan directly but will fight to the end as long as the ones getting killed on its behalf are Afghans not Indians.
