Why dont the private companies pay out of own pockets and set up the whole infrastructure from power stations to lines and then they can charge what they want.
As would guess that the villagers are subsidizing the cities.....socialist paying the bill for the capitalist.

Private companies are not allowed to lay down their own lines by law.

Villagers pay zero direct tax even if they are multi-millionaire. Don't see how they are bankrolling capitalists.

change the law....or do the private companies want to buy the infrastucture already set up by the tax payer at "market" rate which for some strange reason always undervalues the public companies.

What do you mean...zero direct tax?
Do the village people pay any tax.....vat-income tax-agricultural tax ect.

No in India there is no income tax for villagers, even on the income that is derived from non-agricultural uses. Neither is there any agricultural tax. The only tax a villager ever pays is indirect tax as they are deducted at source from manufacturers.

PS: VAT is an indirect tax.
