For the duplicates, they would buy "samples", no need to take photos. People taking photos are innocent people, although Chinese tourists do not understand the difference between public space and private space, which these shops are.

This is why the pre-departure tourist education is necessary, to reduce the friction between Chinese tourists and the locals.

if a shop has their windows open to the public they are engaging in business for and with the public. taking pictures outside of their windows is not a crime.
