Cabinet Secretary Mohammad Shafiul Alam, chief of the panel, informed the media of the panel’s recommendation following a cabinet meeting on Monday.

“I have submitted the report on the quotas to the prime minister,” he said. “Our findings are that there should no longer be any quota for appointments to grades 13 to 9.”

This means, if the recommendation is approved, the 56 percent quota for government jobs will be removed and the positions will be filled on merit.

The proposal will be presented to the cabinet after it has the prime minister’s approval, Alam said. Once it receives cabinet approval, it can be issued as a gazette as early as next month, he added.

The quota system allows the government to preserve 56 percent posts in jobs for different quotas. These quotas include 30 percent for families of freedom fighters, 10 percent for women, 10 percent for particular districts, 5 percent for small ethnic groups, and 1 percent for people with disabilities

The appointment system for the positions from grade 13 to grade 20 will remain the same, the cabinet secretary said.

"The quota will be fixed accordingly if the government takes a different decision,” he said when asked if the recommendation will have any influence on the 40th BCS already advertised by the Public Service Commission.

The government is scrutinising the issue of keeping “quota for the disabled" which is 'not mandatory at the moment,' said Alam.

“We have examined the court directive on the quota for the children of freedom fighters; the legal experts said the government can take a decision on the issue."

The government is yet to take the decision to increase the age of applying for a government job from 30 years, the cabinet secretary said.

Students and jobseekers have been protesting against the system, demanding that the total posts preserved for different quotas be brought down to 10 percent.

When the quota reform protests peaked, Prime Minister Sheikh Hasina told parliament on Apr 11 that she would rather see the system go. Later, she said that 30 percent of quota will remain as per the directive of the High Court.

The government formed a committee headed by Alam on June 2, around two and a half months after Hasina’s ‘announcement’ to abolish job quotas in the face of protests.

Attorney General Mahbubey Alam conveyed his opinion to the government when the public administration ministry sought it.

“Our recommendation is small but the findings are large in number; we have consulted the legal experts who said it is a policy decision by the government and there is no issue about it," the cabinet secretary told reporters as they have submitted the recommendation after finishing all tasks.

While it's good if they abolish it, and it will instantly increase BAL's popularity all over the country, I doubt they have actual intention of doing that. Their core supporters and BCL scums are fond of this quota system. I guess voting maybe is the sensible option here. Obviously they won't do anything before the election.

After election depending on the situation, they may either abolish it(less likely) or may keep it as it is while cracking down on the quota reformists.

I am glad, at least the committee did submit a report. I thought this was a hoax committee.

I don't think so. Bangladesh is probably a country from mars , not of this world . if awami league really abolish quota system , it will be a noble act no doubt . But it is not going to increase their popularity . As Bangladeshis mind are rule by some tremendous ideas and sometimes superiority complex .
If Awami league will do that Bengali will instantly reach to a conclusion that they are so effective that they compelled govt to do this. Yes the movement was too strong and non political no doubt. But peoples like us who were at home and supported those boys are not nearly effective as those kids except big talking .
so of awami league will not abolish quota it may harm their reputation , but if they abolish it , their reputation will not increase but decrease slightly, as we will start believe that Govt is afraid .
But as i said if they do not abolish it their reputation will be harmed too in a serious degree, so there is a possibility that they will abolish quota.
I know our politicians are bad and scums , but we must not forget that they are our peoples so if they are bad , then it is for our nature . you can not say that if you or me sit in the power , we can be firishta , right ? as we also will be changed and will become power hungry and greedy , liars like them.
I believe that we need to change our mentality first. We must have the courage to call black is black and white is white .
It is the only way we can give value to good works and unless we can't value good works , why they will do better for us?
Look at 2001-2006 BNP jamat Regime.
There was almost no electricity, law and order failed seriously , and then after 1/11 situation was under control .
Then you look awami league is doing very well in some sectors , but what about the popularity ? Their popularity did not increase very much IMHO . give a fair election , BNP and jamat supporters will vote for BNP jamat again and if they destroy the world ( it is not that they must destroy or will destroy again, , just example) still those fixed suporters will vote for them .
And the bitter truth is in bangladesh at least 7/8 % fixed jamat supporters and they are well distributed in bangladesh , and their joint vote is more than awami league in every area, so it is easy for bnp to use fake islamic tablets to devour their vote .
So we actually need to change our culture .
Now lets talk about the bad side of the govt . Perhaps you agree that they are doing good and also bad. But as non awami league supporters are never going to appreciate any good work of Awami league , then the awami league supporters are not ready to agree to accept any mistake of the Govt and if you slightly disagree with them , you are not only rajakar , but also you could be a war child of pakistani seed ; this war child is not in the sense of the children of heroine (বীরঙ্গনা) but in the sense of children of pakistani soldiers mistress so the children of barangona (বারাঙ্গনা ) , what a pity , you see?
Now it is time for us to wake up , although I do not know how to change every one in this society . But if we can learn how to appreciate someone's good work and also critisize some one's bad work , only then we can act as a nation , otherwise not.

that's the reason they will not show any good intention , neither other parties will do , unless we do not become sane nation . As only sane politicians can born from a sane nation. Although Bangladeshi politicians are actually rotten no doubt, still we commoners can not proclaim ourselvse as firishta and can not ignore our responsibility of the creation of such monstgers.

Indeed , but I believe if BNP will now come to power , they nwill do the same, as awami league had shown the way. Our parties will never accept or follow the good works of opposition , but they will only follow their dirty works that will benefit their Political members .

There is a high probability that Al will undone it's own works if they will be re elected with even simple majority .
As they will be considering themselves invincible , so that will make them out of control as 3rd consecutive win even can make other nation's political parties out of balance , so I am afraid what will happen if AL come to power again?
I could be wrong but it is just my analysis , but if you carefully think , you wil also find that my line of thinking is not irrational .
So if they do something they will do it before election . If they win agian , they are not going to abolish the quota I am sure, but again I could be wrong as I am not all knowing and it's just my personal analysis .

Doing that before election will dishearten their core supporters. Who are very active during election time. BAL need them during election.
The committee gave a report. Sooner or later it will go to cabinet. If cabinet somehow rejects it fresh protests will erupt. BAL cannot afford this now. They will wait till the election is done. Then accept the proposal or reject it. But regardless when, if they do reject it protests will erupt. BCL will be prepared to crack protesters down.
