WPR: What are the main areas of cooperation between Japan and Pakistan?

Ahmad Rashid Malik: Economic and security issues have been the main areas of cooperation between Pakistan and Japan over the years, including promoting trade and attracting investment. Pakistan has long sought Japanese loans, technical cooperation and the transfer of commercial technology.

Japan signed a trade agreement with Pakistan in May 1948, Tokyo’s first such agreement after World War II. Japan needed cotton and jute from Pakistan to revive its textile industry, which was the only industry allowed during the Allied occupation.

Pakistan waived its war reparations against Japan as a goodwill gesture and played a pivotal role in Japan’s postwar reopening. Pakistani Prime Minister Hussain Shaheed Suhrawardy paid an official visit to Japan in May 1957, the first-ever by a Pakistani prime minister but also the first by an Asian leader after World War II. Within a month, Japanese Prime Minister Nobusuke Kishi kicked off an Asia trip with a visit to Pakistan, the first-ever by a Japanese leader after World War II.

WPR: How important is Japanese investment to Pakistan’s economy and infrastructure?

Malik: Japanese investment is critical for Pakistan. However, Japan is concerned by a number of obstacles to investment in Pakistan, such as bureaucratic red tape, inconsistent economic policies, corruption and insecurity. That said, joint infrastructure ventures have been producing tangible results, including the Indus Highway and Kohat Tunnel.

Japanese foreign direct investment (FDI) in Pakistan has declined recently, from $31 million in 2013 to $18 million in 2014. In spite of these concerns, Japan’s External Trade Organization (JETRO) considers Pakistan the most lucrative market for Japanese companies after Taiwan. Infrastructure, especially under the China-Pakistan Economic Corridor (CPEC), along with other energy projects attract the most Japanese FDI.

WPR: How have regional issues—including Kashmir and relations with China—affected Pakistan-Japan ties?

Malik: Japan has a neutral stand on the Kashmir dispute, while China has been sympathetic toward Pakistan on the issue. Japan is, however, willing to mediate the issue if both Pakistan and India agree.

Both Japan and China have also developed a common understanding with Pakistan on counterterrorism. In this context, in 2005, Japan removed sanctions on Pakistan put in place after Islamabad’s first nuclear test in 1998, and new loans were issued. Pakistan was also an important player in Japan’s Operation Enduring Freedom-Maritime Interdiction Operation (OEF-MIO) in the Indian Ocean from 2001-2010.

Pakistan is a major force for stability in Central and South Asia, and as a historical partner of Japan, her success and development is to Japan's strategic interest. Pakistan is developing from great cooperation with China, Japan should follow the initiative and go hand in hand with China to also increase investment in Pakistan , which is a potential economic power. When Pakistan's energy sector is increased, the country has the potential to be a site of offshore production.

As a nation of a population of 180 million , the country has the potential to be a major investment zone for Japanese Corporations. :)

The car I own is a Japanese brand manufactured in Pakistan. Now we should go for more high technology collaboration than Suzuki, Honda cars and motorcycles etc..

Islamabad, 29 January, 2015: Japan International Cooperation Agency (JICA) under "The Project for Technical Support to Auto Parts Manufacturing Industry" has agreed with Small and Medium Enterprises Development Authority (SMEDA) for a technical assistance for enhancement of auto parts manufacturing industry in Pakistan. The agreement was signed here today in Islamabad between Mr. Mitsuyoshi Kawasaki, Chief Representative of JICA and Mr. Muhammad Alamgir Chaudhry, CEO of SMEDA, Mr. Mukhtar Ahmad, Joint Secretary, Ministry of Industries and Production, and Mr. Syed Mujtaba Hussain, Joint Secretary, Economic Affairs Division (EAD).

The Project is aimed to improve the quality and productivity of auto parts through the technical support by Japanese experts, which leads to the competitiveness of auto parts suppliers, will be strengthened. The duration of the Project is expected four (4) years from April 2015, and target areas are Lahore and Karachi. Pakistan Association of Automotive Parts and Accessories Manufacturers (PAAPAM) is also involved as an important partner of the Project.

Auto sector is one of the fastest growing sectors in Pakistan. It contributes towards the nation's economy in the form of technology transfer, employment and revenue generation. Local vendors deem to play an important role in the growth of auto industry as they bear the responsibility of producing auto parts and sub-assemblies according to the bench mark set by the respective Original Equipment Manufacturers (OEMs). On the other hand, local auto parts manufacturing industry is still in the process of development in terms of competitiveness, quality, cost and flexibility of manufacturing procedures. Pakistan has not been able to derive maximum benefits in terms of technical know-how, production technology and quality control in order to upgrade the vendor base of auto sector.

For the foregoing reason, SMEDA requested to Government of Japan (GOJ) for initiating a long term technical support of Japanese way of improving productivity and quality. SMEDA aims to broaden the scope of productivity improvement activities across the value chain of auto sector in the development of the vendor base across the country.

Mr. Kawasaki while commenting on the significance of the project said "I am very confident that this new project will support to achieve higher results in auto part industry by ensuring implementation of the plan of actions, efficient use of existing resources and building trustful services delivery".

Resiliency and pragmatism defines the Pakistan-Japan Partnership , Brotherhood. We both support each other, and respect each other's internal affairs and national integrity. And the bond we have is ideal for nations cooperate.

As for China, the relations between Japan and China have been far from brotherly as in the case between Pakistan and Japan. However, each year the trade between China and Japan increases, and is already nearing $400 billion per year. There are processes set in place to prevent clashes between China and Japan, and fortunately for us there have been 0 fatalities regarding Sino-Japanese maritime and air patrols , thanks God. It shows how , despite political differences between Japan and China, there is a system of professionalism between both our Armed Forces and our mutual interest in maintaining harmony , peace, and continued trade.

Pakistan is benefiary of sound Chinese and Japanese interest in the South Asian Region. As China invests more in China, Japan will do the same , as you see it is a win win scenario. Japan has already pledged to invest close to $35 Billion in India in the next 5 years, and I wish to see the same kind of apperture between Japan and Pakistan, Bangladesh, Nepal, Sri Lanka. This is a necessity given the strategic importance of the IOR and South Asia --- and the massive trade that traverses this region.

The more Pakistan develops, stabilizes, grows, and prospers, the more the SA region stabilizes. :)

I seriously did not know many of the facts the article mentioned above. Pakistan and Japan did indeed have close ties at the very birth of the nation, and during Japan's recovery.

I love Japan and pray that our ties grow stronger.

Right now China is big trading partner for Japan and USA. Hopefully it stays that way. Otherwise all of us have to make choices between China and anti-China alliances

This globe doesnt work when it comes to trade.. indian is buying and developing good relations with US doesnt mean now india is anti Russia.
