Balochistan: who will bell the cat?

ISLAMABAD: When Jan Jamali is presiding over an Upper House session, Balochistan is bound to become the talking point, and so was the case on Monday, as our languishing seniors from across the board brought their bedroom conversations out in the open with only a couple of ministers, a handful of colleagues and a few press folks to listen to.

Each one, as per their understanding of the matter and their share of the tilt – even the MQM and the PPP – tried to raise alarms about the worsening situation in an economically and socially-deprived province, with a wish that if ministers were not available, then at least the federal secretaries concerned should have taken a note of their speeches.

But since the ministers had to cut the birthday cake of President Asif Ali Zardari’s 55th spring, the secretaries also preferred to stick to their nine-to-five routine instead of listening to all the hue and cry our wise-guys thought they were making.

Adviser to the PM Raza Rabbani’s emotional outburst and warning to the oligarchs of the country that “the have-nots are about to bring a revolution” sounded so rudimentary that hardly anyone raised an eyebrow – except the few concerned ones sitting in the hall and waiting for their turn to deliver their speeches. But one cannot ignore the fact that Balochistan is reeling under lots of miseries and all that our seniors were trying to do was paint a grim picture with their words.

Out in the newly-built cafeteria, some old guards shed some light on the gory details of the volatile province, where the provincial chief minister is either on a leave, or even if he is in Quetta, is considered on leave, due to his ‘healthy habits of dozing – or day-dreaming about the Rinds’. You listen to Mir Hasil Bazinjo, Maulana Sheerani, Jan Jamali or people such as Khattak, Manzoor Ghichki, Rauf Sasoli, the simple picture emerging about Balochistan is that it is slipping out of the hands like dry sand from clenched fist.

Elimination of moderates and total indifference of the provincial government is making even the few steps announced by the federal government in the form of the Aghaz-e-Haqooq-e-Balochistan package look so marginal that separatists and ultra-secessionists are fast establishing no-go-areas outside all cantonments in the province.

An old guard, who has seen the late 40s, mid 70s and Musharraf’s iron-fist military operations, believes that “it’s better to do something even so late now than to cut a sorry figure later”. He said that when 60 percent of the province is not allowed to teach or study anything about the father of the nation, Pakistan’s history, and where children are not allowed to sing the national anthem at their schools or even the Pakistani flag is not hoisted at government buildings, how can we agree with the federal bureaucrats and the khakis that “the situation is under control”.

As if Balochistan was not enough, a senior lot from Pakhtunkhawa started questioning the federal bureaucracy for misleading the rulers of Islamabad about the real issues of the masses in their insurgency-torn areas. When all this was going on, how could one stop the MQM and even Sindhi nationalists from raising their voices about the never-ending target killings in Karachi?

To be honest, it was nothing but paint-a-gloomy-day contest in the Senate, where Jan Jamali made sure that a few ministers present in the House – they too petered out perhaps knowing Jamali’s intent – do not interrupt the members from venting their anger and grievances. Jamali, however, allowed his old comrade Rabbani to calm down the nerves of the seniors by playing on both sides of the wicket. Rabbani was furious over the previous regimes, but was hopeful that the present government would bring some structural changes to save the situation. But as some seniors opined, while leaving the House, Rabbani’s suggestion is akin to putting old wine in a new bottle, which according to them is not going to work.

Some companions of Talha, however, were of the view that instead of reviving the bureaucracy, it would be much wiser to reshuffle the political administration of Balochistan. This was a view shared by many hailing from Balochistan and was further strengthened by a JUI Maulana who said that what should we expect from these bureaucrats, who are fighting for their grades by showing only rosy pictures to the president and the prime minister. He recalled that the senior bureaucrat in charge of the Interior Ministry doesn’t even have the courage to seek an inquiry report from the Balochistan FC IG – who happens to be a serving general.

As he startled everyone by disclosing about the ‘daring’ federal bureaucrats, another one asked us “isn’t this the same babu who used to be the ADC of Ziaul Haq and once was dubbed a Grade 66 officer in Islamabad because he was holding three Grade 22 positions at the same time”. The answer was a big yes from the Maulana, who added that “he is the same one who is boasting around these days that finally after playing golf with Zia, cricket with Sharif and spin-doctoring with Malik, he will be retiring in peace with his amassed properties”.

Anyway, he is not the only one in Islamabad, there are others, who, either by playing the regional card or gender card, get close to the highest political offices and thus get so powerful that even people such as Latif Khosa can only complain about them to the media after getting a kick out of the stadium.

Other than bureaucrats, one wonders that despite having a huge presence in the Upper House, why can the Pakhtuns not unite to get things moving in the right direction, not only in Khyber Pakhtunkhawa, but also in Balochistan? Look at the configuration of the Senate, be it the political expediencies or the power of money, the fact remains that more Pakhtuns represent Balochistan than the Baloch themselves, and if combined with the Pakhtuns from KP and even the few from Punjab and Sindh, they are a force to reckon with. But why they are so fragmented, we will try to find out in our next column.

US announces special projects for Balochistan

QUETTA: US Consul General to Karachi William J Martin on Monday announced the launch of special projects in Balochistan besides the opening of a US consulate in the provincial metropolis. He was addressing a ceremony held in connection with the 234th Independence Day of America at a local hotel in Quetta. The ceremony was attended by Balochistan Assembly Speaker Muhammad Aslam Bhootani, provincial ministers, MPAs and several journalists. Martin said the US was committed to working alongside Pakistan to help improve the country’s health, education and energy sectors. “The US is mulling opening a consulate in Quetta,” he added. He announced several new assistance programmes worth millions of dollars for Balochistan. Many of these projects will directly benefit the people of Balochistan, he added. He said, “During the meetings, the government and people have told us the most important need in the province is water. In addition to a national high-efficiency irrigation project that will include Balochistan, we are working with the provincial government to provide the people with potable water.” He said, “The programme will enhance irrigation and distribution capacity, energy is also a concern in Balochistan. We already have a programme with the Quetta Electricity Supply Company to help them improve services to the public and reduce losses and increase efficiency.” “The US geological survey will provide assistance in identifying natural gas resources in Balochistan and to further their development. We will also provide assistance to help the country improve its regulatory and fiscal regimes in order to attract more investment,” he said. app

Four private armies operational in Balochistan

ISLAMABAD, JULY 27 (APP): Interior Minister Rehman Malik revealed on Tuesday four private armies were operating in Balochistan, responsible for all acts violence in the province including target-killing, attacking government installation and security persons. Talking to reporters at the Senate, the minister named four organizations: BRA, BLF, Lashkar-e-Balochistan and BLA, which were hands in glove with certain foreign elements, and causing blood-shed in Balochistan.

Asked if there was any move to bring these outfits to the table, the minister said what to talk of holding dialogue with these groups whose basis stood on violence and violations.
Rehman Malik claimed sufficient progress had been made to wipe the anti-state and anti-social element out of the Balochistan.
Commenting on talks with his Indian counterpart, Rehman Malik said both sides realized the need for durable peace in the region. “Talks were held on equal footing”, the minister said and reiterated Pakistan would never allow its soil to be misused nor would it allow the terrorists and their networks to flourish.
Later, in the lighter mood, Rehman Malik dispelled the impression as if he described Baloch people as illiterate, saying they (Baloch people) were very talented, educated and honourable.
The minister said he did not mean to say what many of his colleagues in the Senate had presumed during today’s proceedings.

QUETTA: More than 50,000 non-custom paid vehicles are present on the roads of Balochistan, according to Dawn sources.

Balochistan’s custom collector Hafiz Matiullah said that due to the non-custom paid vehicles, government’s national exchequer was losing a total of Rs15 billion per annum. — DawnNews

i should move to Baluchistan, even living legitimately i would have a lot more disposable income

as for Rehman Malik statement --- it cannot be farther from the truth. It's actually an unpatriotic statement to make; maybe it would be better if he'd talk about concrete steps being taken to alleviate the problems with crime, illiteracy and poverty there.....maybe he'd outline steps being taken from Interior Ministry/Fed/Provincial govt. on how to quell, disband, and isolate Pakistani Baluch citizens from these goons; thugs; and bandits calling themselves ''nationalists''

what i REALLY am wondering --and maybe someone here can inform me because i'm a bit ignorant or perhaps un-informed ------ when will the PROVINCIAL government of Baluchistan Province realize that they themselves can be at threat by these armed assasins who are killing and plundering and intimidating political figures (and as of late, even FEMALE professors)?

Malik says they are being killed in the province as four private armies are trying to break country

ISLAMABAD: Interior Minister Rehman Malik on Tuesday said that four private armies headed by local Baloch, being used by some hidden hands, have taken up arms against the security forces and are active to break up the country with the support of external forces.

Speaking on the floor of the Senate, Rehman Malik once again emphatically said that an Indian hand was there behind the insurgency in Balochistan and questioned as to who is financing Brahamdag Bugti.

He was winding up a debate on two motions condoling the deaths of Qazi Abdul Latif and Habib Jalib Baloch which were moved by Leader of the Opposition Wasim Sajjad and Mian Raza Rabbani on Monday.

Rehman Malik said that there are blueprints of enemies who are energising the hostile elements active in Balochistan, Mohmand Agency, Swat and other troubled areas of the country. “I raised these issues with Indian Home Minister P Chidambaram and they will look into it and let us know about their position,” Malik said.

The minister told the House that settlers were being killed in Balochistan and so far over 100,000 people have migrated from the province. He said that militants belonging to the four private armies were burning Pakistani flags. They do not allow the hoisting of the Pak flag nor the national anthem to be recited in educational institutions while pro-Pakistan elements were falling victim to target killing.

He said hidden hands were definitely involved in the Balochistan unrest and he was sure that the Baloch people were being used by these hidden hands. He assured the Baloch senators of providing concrete evidence, including photographs, to prove that some Baloch were acting at the behest of some other forces who wanted to destabilize the country.

He said Maulla Buksh Dasti who was pro-Pakistani was killed by the Allah Nazir group which belongs to the Balochistan Liberation Front while a probe into the assassination of Habib Jalib Baloch was in progress. “It is not a struggle for rights rather it is rebellion against the sovereignty of Pakistan,” he said.

The minister, while naming four private armies, said they include the BLF, BRF, BLA and Lashkar-e-Balochistan. “These private armies are headed by local Baloch people and they are involved in violence and insurgency and target all those who talk about Pakistan,” he said.

The interior minister said Fateha should also be offered for soldiers who are sacrificing their lives in Balochistan. “Are they not Pakistanis?” he questioned. He said from January to July 13, this year 252 settlers including 13 officers of Pakistan Army, 21 officers of FC, 27 Police officials, 26 Punjabis, 21 Pashtoons, 12 Sindhis and 112 from other parts of country have died in target killings. “Balochistan is part of Pakistan, then why are settlers being killed there?” he questioned.

Emphasizing the role of Baloch political leadership, he said they also condemn those elements particularly private armies who are killing pro-Pakistan people and are up against security forces. “Why those who are killing patriotic Pakistanis and burning national flag are not condemned,” he regretted.Rehman Malik urged Balochs associated with the four private armies to pledge that they would not work against the country.

He also invited Baloch leaders to come and jointly hoist Pakistani flag across Balochistan and in return offered that they would get whatever they would demand. He said Balochistan is rich in minerals and natural resources and is future of Pakistan. “But, enemies of Pakistan are inclined to hamper our progress. They are against development of our people.”

He called upon political parties and their leadership to help the government in hammering out a solution to the problem and not to indulge in point scoring on this issue. “All these private armies should be banned as we cannot tolerate such forces,” he said.

He maintained that Taliban were never well wishers of Islam and Pakistan and they should repent and apologise to the nation. Rehman Malik informed the House that so far over 1,000 foreign militants including Arabs, Uzbek and Nooristanis who entered from Afghanistan, have been arrested.

PM offers dialogue to Baloch leaders

LAHORE: Prime Minister Yousaf Raza Gilani said on Sunday there were indications of foreign intervention in Balochistan and announced that the government was ready to hold dialogue with Baloch leaders whether they are in or out of the country.

Addressing a meeting of the PPP Lahore divison at the Governor House, the premier said the government wanted to bring Baloch leaders into mainstream politics. He said the PPP wanted to reopen the case of judicial murder of Zulfikar Ali Bhutto and added that lawyers in the party should form a team for the purpose. He directed Interior Minister Rehman Malik to hold thorough investigation into the murder case of Benazir Bhutto and make the report public.

The PM said that there should be a transparent mechanism to provide financial assistance to the deserving people. He said that the prime minister hepatitis programme was being implemented across the country and added that if there were some doctors in the party, they must help the government devise an effective strategy so that people could get clean drinking water.

Also about the non custom vehicles...Are u sure ?? coz i think 95% vehicles in all of balouchistan are illegal.

Blaming India or Labelling Baloch insurgents as RAW agents is NEVER GOING TO SOLVE THE PROBLEM.

QUETTA: A former district president of Balochistan National Party (BNP-Mengal), Attaullah Baloch, was shot dead in Khuzdar on Tuesday night.

In another attack four people were seriously injured in Panjgur town. Sources said that Mr Baloch was riddled with bullets at Munir Mengal Road by some gunmen riding a motorbike when he was on way home in his vehicle.

He received multiple bullets and was taken to Khuzdar civil hospital, but died there. Attaullah Baloch was a senior leader of BNP-Mengal.

A large number of party workers and supporters took to streets of Khuzdar in protest against the attack on their leader.

Angry workers also attacked the civil hospital and pelted stones, smashing windowpanes of the hospital.

On Monday night, Rawal Khan Mohammad Hasni, an elder of Mohammad Hasni tribe, was shot dead by unknown armed men near his house at Brewery road area.

Black Day is being observed in Quetta and other parts of Balochistan on the fourth death anniversary of Nawab Akbar Bugti on Thursday. According to media reports, a shutter-down strike is being observed on the call by the Baloch Republican Party and Jamhoori Watan Party. Balochistan National Front, Balochistan National Party and Baloch Student Organisation are also participating in the strike. All major shopping centres in Quetta are closed, with contingents of police, Balochistan Constabulary, Frontier Core and Anti Terrorist Force deployed throughout the city.
A complete shutter-down strike is also being observed in other areas of the province such as Noshki, Dalbadin, Mastung, Qalat, Pisni and Khuzdar. Talal Bugti, president of the Jamhoori Watan Party and son of the late Baloch leader Nawab Akbar Bugti, had earlier filed a petition against former president Pervez Musharraf in Akbar Bugti's murder case. The concerned authorities were not registering an FIR against Bugti's murder till the Balochistan High Court ordered them to do so in October 2009. Talal had also pleaded that Interpol should be activated to bring Musharraf back to Pakistan and face the law.

Including me and my family. My uncles, cousin (who was delaying then got abducted - later released after paying hefty money). An Uncle of mine who is a lecturer at Government College had to migrate to Pashin ( A Pakhtoon Majority Area).

Things are bad. Very Bad.
