If security is the concern then why not Pak government support progressive Afghan groups like the Solidarity Party of Afghanistan which only want the welfare of Afghans and are not interested in meddling in Pak affairs and additionally will work with Pak to shut down refuges in Afghanistan for TTP ?

Your problem is that you see everything through the lens of "Laal Inqilaab". Pakistan's Security Establishment has to assess the threats, in the light of the historical and current happenings. There is a long history of collusion between India, Afghanistan, USSR and separatist elements of our KPK and Balochistan provinces, which has ever threatened our western border. That threat, perhaps sans Russia, is still there. Add to it now US. These are the governing factors.
