Combatants and spies have rights too. Take the example of Captain Powers who was shot down by the Soviet Union flying the U2 aircraft in 1960. He wasn't executed though legally this was a declaration of war and he could have been treated as a hostile combatant. The USSR won a PR victory and execution would not have been favorable in the line of action. As Pakistan and India are also locked in a similar situation of a mini-cold war having such laws and the leverage of using them would be a good move on Pakistan's part as it has shifted the paradigm of Pakistan being the hostile power towards India being the belligerent. I'm sticking to neutrally analyzing the situation rather than being nationalistically. Think about it, as long as he's in custody, he's a liability for India, if he's executed then he can be made a hero by them.

Pakistan’s Parliament passes bill that will let Jadhav appeal against death sentence

Foreign minister Shah Mahmood Qureshi defended the decision to pass the bills by saying that they could be delayed once the budget session began on Friday. He also said that opposition MPs who were against the bill to provide relief to Jadhav were “speaking the language of India”.
What is the idea behind this? Pakistan govt puzzles me.

This move is just to satisfy International Court of Justice's decision .
Unfortunately we shouldn't have accepted their ICJ's jurisdiction but given that Indian @ss licker NS in Office did a favor to India .
Anyhow , The Appeal can be in Islamabad High Court not in New Delhi High Court so Indians need not to Jump , The decision will surely be upheld

When Kubhushan was kidnapped , entire PDF Pakistani posters were claiming that he will get hanged in months.

When India went to ICJ, again same assertions.

We will see what happens to him in future. But the more you delay, greater is the probability of he being exchanged for some other favors....next skirmish or border face off may result in some assets worth exchanging...but this is entirely for Pakistan to decide....in future.

As long as he is alive...there is always a hope.
