This was a deliberate act of aggression by India to test the defence capabilities of Pakistan. They shot the missile without a warhead so as to not create an escalation.

Our agencies should have known about the launch, the moment it took off Pakistan armed forces should have been on alert and the moment it crossed the border it should have been shot down and Pakistan's missiles primed for counter attack. This was a sneak Indian attack possibly to attack a sensitive target and it failed it's mission. We are a nuclear nation facing nuclear consequences and cannot risk the lives of 250 Million people. Pakistan should fire a missile on that bastard Modi's head.

According to the Pak sources it's flight path was coinciding with that of the civilian aviation which was quite busy at that time...
