It is clear in OS literature that Pakistan would first use tactical weapons on its own soil to halt any Indian attacks that threatened to break the country in half. Using them on its own soil would give a degree of legal cover wrt attacking another state. However, assuming India responded by going to the strategic level, Pakistan would I assume follow suit.
Pakistan's problem is that owing to conventional disparities, it can at best fight for 20 odd days against India before its forces/funds are exhausted. Thus Pakistan has to have a low(ish) N threshold to try and deter India from conflict.
As a third party poster, I would say just accept what you have wrt Kashmir and make peace. Weapons are expensive and both India and Pakistan have huge poverty.
