I know that, thats how it has been even during british, and was a big reason for discontent among muslim peasants, because hindu aristrocracy was considered oppressive.(which led to call for separate homeland).

It takes long time for such situation to change, for example upper caste hindus overrepresent white collar job market in India. 65 years of affirmative action still could not make a dent.
