"Harba" seems to be quite a large AShM (definitely C-602-sized) with the potential of being developed into a land-attack missile if fitted with the appropriate TERCOM and satellite (or INS) guidance systems (also take note of its recessed air intakes to decrease its radar signature). If Pakistan can get it to fit inside a VLS cell, the PN could potentially have seaborne land-attack capability in the future, with the appropriate frigates/destroyers of course.
