ISLAMABAD:
The suspension of GSP Plus status of Pakistan cannot be ruled out if the South Asian nation fails to comply with 27 conventions of the United Nations, particularly those that are related to human rights, said the European Union ambassador to Pakistan.

He was talking to reporters on the sidelines of a seminar on “GSP Plus in Pakistan: Opportunities and Challenges”, organised by the Democracy Reporting International here on Thursday.

The ambassador, Jean-Francois Cautain, pointed out that there were precedents when the EU suspended the GSP Plus status of different countries after they could not comply with the UN conventions.

In this regard, he cited the example of Sri Lanka as its preferential trade facility was suspended due to human rights violations years ago.

He clarified that the moratorium on death penalty was not directly part of the 27 conventions, but it was linked with the conventions on human rights and democracy.

“The EU has completed its assessment of the progress pertaining to the GSP Plus status and the commitment made by Pakistan; an assessment report will be presented to the EU parliament before a review of the facility in January next year,” he said.

Speaking to the audience, German Ambassador Ina Lepel stressed that compliance with and implementation of the UN conventions were in favour of Pakistan and any deviation would hurt the country’s image.

EU Mission Deputy Head Stefano Gatoo acknowledged that in the first phase Pakistan had made progress at the institutional and policy levels as far as commitments to the UN conventions were concerned. Now, “there is a need to progress at the implementation level,” he said.

Federal Commerce Minister Khurram Dastgir, who was also present at the event, said Pakistan’s exports to the EU had risen more than 33% compared to the pre-GSP Plus period. In the first year after winning the GSP Plus status, exports rose 21.24% and they increased a further 12.5% in the first seven months of 2015 compared to the pre-GSP period.

“The statistics of exports for 19 months under the GSP Plus programme suggest that this scheme has proved to be a resounding success for Pakistan.”

Dastgir told the audience that GSP Plus came under the title of Special Incentive for Sustainable Development and good governance was an incentive to show progress on international human rights obligations and was not a reward.

He insisted that Pakistan was the only country that had made institutional arrangements and established a treaty implementation cell in order to meet international commitments.

GSP Plus status fails to spur leather export

According to Dastgir, Pakistan has made three significant achievements since the current government took over in June 2013. “Incidents of terrorism have dropped by 70% and financial stabilisation and consolidation of democracy are the other noteworthy accomplishments, which the world also acknowledges.”

The chairman of All Pakistan Textile Mills Association said the GSP Plus scheme had opened the doors to export of Pakistani products to the EU market in a smooth manner.

Almost 80% to 85% of the country’s exports to the EU comprised textile products, he said, adding the textile industry had set a target of increasing annual exports from $13 billion to $26 billion over the next five years.

“It could be possible if the sector is provided with special incentives and a level playing field.”

The next round of Blackmailing is coming where EU ambassador will come to Pakistan to pressure Pakistan for extending Afghan immigrants stay by another 2 or 5 years.
We should offer them giving up GSPlus status by ourself if they continue blackmailing us.
Dignity & national interests are more important than business.

Was any such discussion ever aimed at USA when they were operating Guantanamo bay, their human right abuses in Abu Ghraib, Afghanistan and Iraq. Of course there would be a huge hue and cry for Pakistan. They are such hypocrite basturds. Pakistan should raise a Middle Finger Up in their ugly faces.

Wow, CIA has finally spoken after losing so many of its own inside and outside of Karachi city. Old cheap tactics of CIA pressurizing European Countries to do something in order to stop Pakistan from executing these so called human rights deserved terrorists. First they threatened Nawaz Sharif to take back his own People who applied for asylum in Europe. Now, they have come up with this one. I have to admit that before everyone had a doubt that CIA, Mossad, and RAW was working together in order to achieve whatever their goals are, but since the dramatic changes in situations around the globe and the involvement of these 3 agencies particular in Iraq, Syria, Afghanistan, Yemen, Somalia, Pakistan, China and Africa, it wouldn't be wrong to say that they are together in this so called world order. How is it possible that the CIA is digesting Mossad and RAW presence in Iraq and Syria? Why is it that when Ajit Doval visited Iraq and Syria and met with the Senior leaders of ISIS, US had not made any preservation of its own? How is it possible that when US considers Pakistan its allay in so called war on terror, it gives special treatment to India in order to establish its military bases in Afghanistan to spread terrorism in Pakistan and China, including Iran. I am glad that Russia has finally stepped up and started bombing on ISIS targets and has send the message to the world that who is Hypocrite and who wants peace in this world.

Human rights violations are about the citizen of the country living in their country..i.e human rights violation of pakistani or international citizen living in Pakistan.

There is another more practical solution to these issues. Pakistan should offer to give all their criminals to EU and they can give them their citizenship.

I think days of Pakistan getting black mailed by few million dollars are gone thanks to increased remittance.

I wonder why it was kosher when America goes around bombing terrorists but when we want to hang them.......Apparently killing them with purchased weapons is legal but god forbid we hang them :angry:

Pakistan has suspended an accord with EU that sent back 90,000 Pakistani illegal migrants from EU last year. EU is facing is flood of Syrian and Iraqi refugees and needs Pakistani cooperation for returing Pakistani refugees. It is going to be quid pro quo and they will reach an agreement not to suspend GSP+ for Pakistan.

Pakistan announced on November 6 that it has suspended its agreement with European Union countries on the readmission of illegal immigrants, except for Britain, because of what it called "blatant misuse.”

The 2010 agreement aimed to facilitate the return of Pakistani illegal immigrants and other nationals who transited through Pakistan before arriving in the EU.

Interior Minister Chaudhry Nisar Ali Khan said EU countries are now misusing the agreement, which calls for Pakistanis who travel illegally to be deported from EU countries only after proper verification of their nationality and other details by Pakistan.

But Khan said most EU countries are now deporting people to Pakistan without proper verification of their identity by Pakistani authorities.

Khan said 90,000 people were sent back to Pakistan from various countries during 2014.

He said that during the last several months, alleged Pakistanis traveling abroad without documents have been deported to Pakistan on charges of terrorism without verification whether they actually from Pakistani.
