I believe the dynamics of these groups is almost incomprehensible, with shifting alliances, alliances of convenience, being the norm.
I think one of the most valuable things that could be done is the expulsion (or death) of foreign fighters. Many "Taliban" foot soldiers are in reality simple villagers forced into the job by threats. This was revealed in the initial invasion of Afghanistan, in that there was a die-hard local Taliban core, similar die-hard foreign fighters (Al-Quaeda and such), and a huge gaggle of Afghanis who just wanted to go home, and took the first opportunity to do so.
There is plentiful evidence of people from all over the world who travel to the area to engage in their notion of Jihad, including the famous "American Taliban", John Walker Lindh. Recently, a group of soft and fat Germans got their rear-ends kicked by the harsh conditions there. Focus on the foreigners. Scrutinize those traveling to the area who are obviously not locals. Decapitate the leadership. Then, I think many of the foot soldiers will simply return to their old lives.
