Actually, this kind of fun is only common in young Saudis/ GGCers.. The elders don't do it.. In UAE, taxi drivers don't even pick anyone who looks younger.. and wearing traditional local dress.. even if it's a lady..

Inna lillahi wa inna ilayhi raji'un. It's a tragic, sad and criminal occurrence, however, vast majority of Saudis are nothing like the criminal scum mentioned in the news.

Unfortunately, the crux of the problem lies when it comes to application and implementation of laws. Most of the criminally insane and aggressive elements bank on the fact that they'll almost certainly get a preferential treatment against a foreigner even in the most heinous of situations. This further enables and emboldens them to act with near impunity against the foreigners of marginalized backgrounds (South Asians, South East Asians, Africans etc.)

It is common in GCC.. they don't even pay taxi bills and runaway upon reaching their destinations.. not because they don't have money, but for fun.. They don't know that taxi drivers have to pay the exact amount to the company at the end of the day for all the trips.. and a 50 AED bill costs them and their families back in Pakistan for about 1500 Pakistani rupees..

As far I know, all the petrol stations are fully equipped with CCTV cameras, so there is no need to become extra smart staff, just do the job as per the contract...

The poor guy probably ran after them for 65 riyals bcuz it was probably gonna come from his paycheck otherwise.

...according to official rules/law...sure the employer can't charge the employee if an incident like this occurs...and a police report will be filed, CCTV footage used as evidence, etc.

...but in countries like KSA and others where labor is imported in mass numbers, an employer can easily abuse his employee's(immigrant laborer) rights. The employees don't speak up and put up with it bcuz they need the job. If the employer were to take the 65 riyals out of his pay for him being 65 riyal short(due to something like this)...then most likely he would've had no choice but to keep quiet and let it happen.

Not all laws are applied to Saudi. Couple of years back, a 13 year old Saudi boy drove his father's GMC, and run over Sri Lankan killing him on the spot. The authorities just hand the boy back to his father, and case closed.

What is the legal age to get a driver's license there?

If he can drive then he is not a juvenile ......... and I had heard petrol / gas / diesel is cheaper in Kingdom and they still behave like this?

At 17 they can get a permit to drive, which means they must have a adult ,with full license, sitting next to them when they drive.

Fuel might be cheap, but nowadays Saudis are feeling the squeeze. Price went up recently, and will go up again in 2019. This person might have done it for fun. Or he could have done it because he didn't have the money.

Though good & bad exists in every country, society and religion; in KSA such behavioural issues which are not to be taken as norms does not exist in major cities but in towns with less/low literacy percentage.
