The answer of your apprehension is available in the Farwa. They have stated, Announcement of Jihad is responsibility of state. Its means they Own the sense of Jihad.

The fact remains however most of the Takfiri thought inclined people denounce most of eminent clerics as part of 'Taghoti Takatein' The fatwa will help in creating clarity in few , still on the fence and follow mainstream. For those in total agreement with Takfiri thought the solution lies in keeping them away from joining hands, isolation and if transgress into unlawful activities ,to be put behind bars.

Who are these people and what are their exact qualifications on Quran , Hadiath and the Prophet's life?
How many historical scripts have they analyzed or created new inference and knowledge out of the subject matter.
Finally, what knowledge did they gain and from whom in the first place?

This is not science and theology is all passed down based on scripture written thousands of years ago. Muslims have the blessing of having that scripture available exactly as it is. Hence, there is little historical research needed besides the Hadiath for which already the operative instruction of never conflicting with the Quran exists.

So what is the role played by these people besides being an intrinsic contributor to the very existence of terrorism?

I mean to disrespect those Mullah's in every corner Masjid , who spew hate against people , misuse their authority and position , incite Violence against minorities , shove their sect down the throats of others, and those who black mail the state in the name of religion .. they are not ullema or religious scholars , they are mullah who need to be hanged publicly

most of them are , i am yet to see a well educated Islamic Scholar from Pakistan .. Please don't tell me Popalzai, Ashraf thanvi ,ludhyanvi , Abdul Aziz ( Lal Maasjid ) and people like them ..

Than say it like this that u condemn n disrespect those who disrespect n abuse the position of molvi or aalim yet dont disrespect the concept n dont generalize, not all are bad and the concept of maulvi is one of great importance worthy of immense respect.

Blacksheeps are everywhere in every sector of this country......if a cop abuses his post that doesnt mean the concept of policing is wrong. We must strive to eliminate corruption n incompitence from society. The ulema community is dominated by corrupt incompitent bastards like all other segments of society like judiciary, politics, police, beaurocracy etc.

The mother of all this bullshit is corruption, all these sectarian aalims take funds from abroad to spread this shit...its all economics at the end of the day.

The only solution to get rid of this bullshit is to ban foriegn funding from groups, ngo's etc to any religious circle in this country. Eliminate the flow of cash and marvel at how these sectarian outifts vanish.
