This was inevitable. The border in the Jammu sector is tricky. While the bend on the Indian side is sparsely populated, the Pakistani side is not. In fact Sialkot falls in a convex bend of the border ie they are exposed on 3 directions. If there is any artillery shelling from there there will be counter artillery shelling. And with the higher density of population around Sialkot, the chances of civilian casualties will be much higher.

The people living near the frontier should be evacuated if there is any intention to shell. Because when you shell you must be prepared to face the counter barrage.
