1- Remove all stupid surges
2- privatize distribution for efficiency
3- remove all free units
4- encourage net metering which currently is only possible after large bribes ..and multiple other stupid things
This will be cheap power if allowed
5- give 300-400b subsidy from budget from less then 200 unit user and exporters
