and they are making minds of people to think in a way, that taliban create this weapon....

Can you please enlighten us on how a small cruise missile is easy to make??

I didn't mean advanced cruise missiles, but a small battery powered missile that can carry 1 or two kg explosive device.

I myself built a fixed wing fully autonomous UAV using Arduino+IMU+GPS in just 13000INR (software cost excluded).
It can carry 400gms payload upto 6km in single battery charge.
