no diety except ALLAH is also explained there. and the answer to your indirect question is that pakistan is a muslim majority and an islamic country so its motto had been chosen keeping in mind the ideology os pakistan i.e. a country where muslims could practice their religion peacefully.
this motto doesnot mean that a non muslim or a hindu cannot serve in pakistan army as motto represent ideology of the country only, which in this case is islam. islam give all the rights to non muslims living in a muslim country.
the question which may arise after this answer is that muslim kills non muslims like isis, or alqaeda. then i want to tell you that islam spread across the world due to the high moral values of the past muslims. in subcontinent it spread because of arab traders and sufis which even hindus respect. i have seen hindu movie actors going to their shrines. because its what true islam is.

imman and tqwa are attributes of a muslim that what a muslim should believe in. it doesnot mean forcing other people to believe in it too.
