On Monday (April 29) local time, the Pakistani Senate passed a Child Marriage Restriction Act that determined the legal age of marriage for women to be 18 years old.
The bill was proposed by Sherry Rehman, a Senate of the People’s Party of Pakistan, who set the minimum age for marriage to the election and the minimum age for obtaining an identity card to be 18 years old.
She said: "We are not promoting Western values, but trying to save innocent lives, because every 20 minutes, a Pakistani woman dies because of early marriage."
A recent survey conducted by the Punjab Commission on the Status of Women in Pakistan showed that early marriage deprived girls of the opportunity to receive education, making it easier for them to give birth to adolescents and encounter domestic violence.
According to the report, nearly 24% of women in the 20-24 age group who were physically and sexually abused were married before the age of 18, and 8% of women were married before the age of 15.
The survey shows that early childbearing brought about by child marriage will result in more children per child and increase infant and mother mortality.
The survey also noted that as more and more women are married in their early 20s, the country’s age of marriage has steadily increased.
In Pakistan, 21% of marriages occur in adolescents under the age of 18. Compared with other Muslim countries, Algeria has a marriage age of 19 years. Bangladesh, Egypt, Turkey, Morocco, Oman, United Arab Emirates and Saudi Arabia are all 18 years old.
However, some lawmakers objected that this restriction runs counter to Islamic law - that is, women can get married when they enter adolescence. The bill may be submitted to the Islamic Ideology Committee (IIC) for further discussion.
Raza Rabbani, the former chairman of the Pakistani Senate and Senator Raza Rabbani, supported the bill and told the House that the bill was submitted to the IIC earlier.
National Mutual Affairs Minister Ali Mohamed Khan said that although the intention of the bill is sublime, there are some issues that should be discussed because the country was established in the name of Islam.

Although some provincial governments have legislated on this issue, trying to set a higher minimum age for marriage, or to impose harsher penalties on those who commit child marriage, Pakistani courts still prefer Shari'a.
Child marriages often occur in the most marginalized areas of Pakistan, and these women are more likely to drop out of school than their peers and face health risks associated with pregnancy. Women who are married are more vulnerable to domestic violence and bring a range of poverty problems.

Federal Minister of Religious Affairs Noorul Haq Qadri stated that “the marriage in Islam has no age limit” and reminded the House of Representatives that a similar bill was once considered by the CII to be “against Islamic law”.
Senator Rehman pointed out that because the voting age and national identity card (NIC) qualification is 18 years old, the age of puberty should also be determined accordingly. “Muslim countries that have declared adolescence at the age of 18 include Bangladesh, Egypt, Turkey, Morocco, Oman, the United Arab Emirates and even Saudi Arabia.”
