Iran has done the same.
Start from rebuilding then we will build our own Attack helicopter.

You are right, but as we now these days we are looking for Attack helicopter to fill the gape.
our Attack helicopter have completed their life.
Cobra helicopter rebuild factory will give them new life, and we will be able to make our own Attack Helicopter.

We need R&E and R&D Ministry and departments both.

the minister of above mention department will be responsible for reverse engineering and research and development.
We need reverse engineering and research and development not for weapons only but also for Medical equipments, Home Appliances and other to generate revenue.

I believe I've said it on here multiple times, year ago that Pakistan must acquire Z-9 and Z-10 ToT or license production and start that industry locally and fulfil additional requirements for helicopters for rich / hospitals / police, etc, etc. This adds to the economy. The Z-9 is a European design and tech anyway and can be used for COIN ops with light arms / machine gun and smaller rocket pods. Additionally, If Pakistan had acquired / joint ventured with the Chinese on Z-10 like the JFT, today, those would be getting upgraded with top line weapons with direct input from Pakistan due to operational needs, turning these machines battle proven from it's Northern areas.

Cost and capabilities were the reason the T-129 was originally selected. Considering Turkey is a reliable supplier, that also uses the T-129, it must have made sense to buy off the shelf from them. Even if we build it in Pakistan, the engine would still be imported. IMHO, for an attack helicopter, if we can build the engine domestically, then it makes sense to go for domestic production, because it feeds into other programs. But without it it’s just cost effective to buy off the shelf and spend the money that would have gone to domestic production on buying and domestically producing all kinds of drones; leapfrogging to another capability.

This is the issue I have with parliamentary democracy. Our system is based on rewarding elected officials by giving them ministries instead of choosing the best man for the job.

Defence production has to be taken as a strategic ministry--it's potential can NOT be overstated. It has to be led by someone who has been in the industry, who can set its strategic direction, who can stand up to procurement people and tell them that no this has to be done in-house.

Same goes for almost every other ministry. IT ministry is led by a guy who probably thinks computers run on black magic.

If finance ministry can be run by a technocrat, then why not all others? Let these MNAs draw their salaries and their perks and appear on TV shows. But lets get qualified people to run things.
