Pakistani defence industrial base better than ours: Indian Army Vice Chief Lt. Gen. Sarath Chand

“I would even go to the extent of saying that Pakistan probably has a better industrial base, as far as defence production is concerned, than our country. In fact they export defence equipment abroad, definitely more than what we are doing,” Army Vice Chief said.
A top Army general today said Pakistan has a better military industrial base and exports more defence equipment than India, as he came down heavily on ordnance factories which manufacture weapons for the forces. Lt. Gen. Sarath Chand, Vice Chief of Army Staff (VCOAS), said the ordnance factories have not been able to keep pace with changing technology while “there is no competition whatsoever” and it is “an unsuccessful method of supporting our defence requirements”.

“I would even go to the extent of saying that Pakistan probably has a better industrial base, as far as defence production is concerned, than our country. In fact they export defence equipment abroad, definitely more than what we are doing,” he said. He wondered whether the functioning of ordnance factories is because of the assured orders they have or the lack of accountability.

“There is little or no research and development. They do not even have the capability of absorbing the industry through transfer of technology, and in some cases they have even failed to assemble products that have been imported from abroad,” Lt. Gen. Chand said. “It is very hard to see ordnance factories changing in the present state. Overall it has become an unsuccessful method of supporting our defence requirements,” he said.

He was speaking at the inaugural session of AMICON 2017, a two-day conference organised by the Army and the CII. He noted that having indigenous industrial capability is very crucial for the country. He further cautioned that in an event of a war, one has to look abroad for its sustenance.

“And very often, friends have let us down whenever the chips have been down,” Lt. Gen. Chand observed. He said the ‘Make in India’ programme, the Defence Procurement Policy 2016, the strategic partnership model, and the creation of the Army Design Bureau (ADB), are major steps taken by the government for fast-tracking indigenisation in the sector.

1. Haha.. The SU-30MKI is fully manufacture from raw material now? Then how come India is still targeting specific components for localization?

3. If the SU-30MKI was locally produced from "raw materials" in India, why can't India upgrade them? Did they shut down their military complex after production?

India ahs put n place first SU 30 service fecility in place. India has improved the servicibility of SU 30 above 65% which even russia do not have.

At the heart of Aviation City lies the Air University Aerospace and Aviation Campus which has been modeled after the internationally acclaimed Aviation Universities in the world and it would focus hands-on learning in state-of-the-art maintenance & avionics repair facilities, and first class simulation centers.

An Aviation Research, Indigenization & Development (AvRID) would also be the part of aviation city which would primarily focus multi-disciplinary R&D in specific technologies.

Another important institute the Aviation Design Institute (AvDI), being part of this mega project, would utilize the growing R&D potential of PAF and focus capability enhancement of the existing PAF fleet.

He was talking in the context of OFB or Ordnance Factory Board only and not over all Indian military industrial base where even Nuclear subs and aircraft carriers are made.

He was addressing a gathering CII or Confederation of Indian Industry , body of private sector biz some of who would be interested in joining ordinance and ammunition production for army .

so the statement is not just about Ordnance factories, Ammo's and mortars, rockets and RPG's, though POF exports multiple weapons to dozens of countries.

It is also about missiles and MIRV tech, about tritium headed tactical cruise missiles, about trainer aircraft and light combat aircraft(Pakistan is exporting Mashak to Turkey and many other countries) like JF-17(about 70 of them inducted in PAF). About armored drones like Burraq(IA has none).


According to reports Pakistan now manufacture 70% of its defence equipment locally, a huge surge in recent years, while India imports about 90% of it.

There are many other aspects of it...

It is also about the combination of 'man and machine'...finally.

He is a patriot and he certainly is not the first or last to critique Defence manufacturing in India. My own post from a week ago is far far far more critical. We are Indians not pakistani sheep brainwashed since birth to regard defence matters as more sacred than god. We dont fear disappearing with our families never to be heard from, and NEVER reported about, never spoken of into that dark void.
We are the worlds largest democracy, a free press bigger than anywhere in the world and in more languages than anywhere else. We are a shouty obstreperous argumentative outrageously diverse multi-religious multi-linguistic opinionated people.
The last great hope of mankind.
Someone mentioned corruption. Yes thats true as well as its true for developing countries.


Kiddo, we are not brainwashed, we are super confident about our own capabilities and abilities. while we have to keep a hawk eye on you, we know we got bigger fishes to fry because our destiny is written as such. We see India as a mean or a step towards catching bigger fishes. Its you lot who have been fed this utter garbage about India being superior to Pakistan. Now you have got your Army chief submitting to this rather obvious reality, about time you insignificant lot also submit to this fact.

Just searched the net, AL 31 FP turbofan is all Russian...the JF-17 engine is also Russian, Klimov offered a variant of the RD-33 turbofan engine to power the fighter.

China is also working on an indigenous engine which has the potential to power the FC-1 in future. The engine is known as WS-13 Taishen. It is a turbofan engine developed by Guizhou Aircraft Industry Corporation. It was reported that JF-17 had been tested with the engine in early 2010.




I was misled into believing Su 30 MKI, AL 31 FP turbofan manufactured locally in India, which proved a falsehood and not true after some research...chances of naming any product which is made elsewhere as 'made in India' is clear and present there in India...can't help it.



Pakistan defence budget is 10 billion USD in addition to it, and more lean and mean, considering that India is the largest arms importer in the world...also consider that Pakistan population is just 15% of India's, also look at the IA and PA size.

India spend only 2.5% of the GDP for defence .But Pakistans is 2.9 %

Nothing surprising about the statement...it's a bitter pill for the Indians to swallow but the reality is....

1: Mushak primary trainers currently manufactured in Pakistan and exported to about a dozen countries.
2: K-8 Intermediate trainer jet....jointly being produced with China, again supplied to over a dozen airforces.
3: JF-17 Fighter jet...again jointly produced and being exported.
India OTOH, which made the likes of Deepak, Kiran, Ajeet and Maurat in the 60s and 70s seems to be in the reverse gear as in 2014, it ordered the PC-7 Turbo Trainer aircraft from Switzerland, which ironically first flew in 1966.

A caste based society where human beings are not equal and not treated as equal cannot be termed as functional democracy....democracy is not about selecting and electing persons through elections based on divisive, caste and creed based politics. It is about equality of human beings...are they equal in India???

About Diversity in India...

It means if there are high caste, and low cast Dalits treated as sub human, it should be called 'diversity', in India. Daily 3 Dalits are killed in India according to reports, many Muslims are killed, so it is Diversity in India...since not only Dalits but Muslims, Sikhs, Christians are also killed, so much diversity in India.


Check the discrepancies in have not and rich people, India ranks 2nd in the world as most unequal country in Income distribution in the world...so much diversity in India, we have marginalized, very poor to extra poor people, only 3% of the population are high income people....check the diversity in India.

And since India is so diverse, not only young children are molested and raped but middle aged to old aged people are raped and killed daily, we treat them as equal...look at the diversity/equality in India, nowhere to be found.

so what you call 'diversity' is actually 'adversity' in India.

I really wonder sometimes if were any smarter we would just threads like these pass by. They represent the enemy's weakness no need to give them any advice. Furthermore where India lacks in tech. and manufacturing it can compensate with hard cash. We absolutely do not enjoy that luxury. Better keep our heads down and figure our problems out. Also, one of the main purposes of our conventional defense industry should be to provide the local populous with jobs and creating an overall highly technical and research oriented man power. We all know what is going to be the deciding factor in Pak India scenario.

There are countries like America, Russia, China....the real powers and achievers alas the world acknowledges them and then there are Indians, who can't stop licking the mirror....the fact is no one listens to you or cares for your High horse rants and if it wasn't for PDF, you would chalk all the self praise in some slum dog street and again the audience would be just other delusional Indians.
