Pakistani army to begin training Afghan security forces

ISLAMABAD: Putting aside years of mistrust, the Afghan government indicated on Monday its willingness to consider Pakistan’s longstanding offer of training its armed forces.

This sense was conveyed during Afghan defence delegation’s meeting with Army Chief Gen Ashfaq Pervez Kayani at the military headquarters.

The Afghan delegation led by Defence Minister Gen Bismillah Khan Muhammadi, which is on a five-day visit to Pakistan, included Major General Afzal Aman, Director General of Military Operations; Major General Abdul Manan Farahi, Director General Military Intelligence and Investigation; Major General Payanda Mohammad Nazim, Inspector General of Training; and Major General Aminullah Karim, Commandant of National Defence College, Afghanistan.

The rare visit of the high-level Afghan defence delegation denoted a paradigm shift in Afghanistan’s perceptions about Pakistan.

Because of years of disinformation, Afghan authorities had always sceptically looked towards Pakistan believing that the former ally of Taliban was opposed to the current set-up and was backing Taliban insurgency.

It was this opinion that prevented Afghanistan from considering Pakistani offer to train its troops, which was originally made in 2010 by Gen Kayani. Afghan President Hamid Karzai had at a meeting with journalists last February dismissed the offer as a non-starter till Pakistan rebuilt confidence by addressing Kabul’s concerns about its involvement with Taliban terrorists.

The defence team’s visit, however, suggested that Afghans were finally convinced about the centrality of Pakistan in the reconciliation process.

“Both sides showed understanding for the fact that not only the geography, history and culture, but also the destiny of the two countries was shared. This makes it imperative for the two countries to move forward with a joint approach on important national and regional issues, and have a joint strategy on security issues affecting either of two countries, or both,” a military source said after the meeting at the General Headquarters, while referring to unanimity of views and the cordial atmosphere at the talks.

The Afghan delegation will visit the Combat Training Centre in Lehri (near Jhelum), School of Infantry and Tactics in Quetta, Pakistan Military Academy, Kakul, and Staff College, Quetta, to inspect the training facilities.

At the Tokyo Conference on Afghanistan last July Pakistan had committed $20 million assistance for Afghan National Security Forces (ANSF). The aid was largely to be spent on capacity building and technical assistance for the Afghan forces.

The two sides discussed cross-border attacks from Afghanistan’s Kunar and Nuristan provinces into Pakistan and agreed on better border coordination and control to prevent them in future.

Another important agreement was to make border control mechanism a bilateral affair instead of a trilateral one involving the US-led International Security Assistance Force.

While discussing peace and reconciliation efforts, Gen Kayani reiterated Pakistan’s desire for a peaceful, stable and united Afghanistan, and Gen Mohammadi of complete support to bring normalcy in border regions to make conditions conducive for drawdown of Isaf forces in 2014.
Pakistan as part of its commitment to aiding peace process in Afghanistan had released several senior Afghan Taliban figures.

Afghan defence minister thanked Pakistan for releasing the detained Taliban leaders and noted that move would play a positive role in the peace process.

If the US wants it, yeah, sure, they will consider it, for 5 whole days and nights - on the other hand, if Pakistani generals can get a piece of the Western funds to support ANA, they may decide it's worth giving up on Jihad, at least till the funds dry up
 
Pakistan should reject & cancel that offer because of terrorism that Afghan Govt. supports against Pakistan. Afghan Govt. also provides US, Allies & India with rented terrorist man power against Pakistan. So there should be no help for Afghanistan at all.
 
And yet Pakistani officers want to be able train the armed forces of a country that sponsors terror in Pakistan - make sense??
 
after seeing all the green on blue attacks, i dont even know if i want any of those soldiers to step foot in Pakistan......coz they wont have a drill sarge who allows them to smoke weed and opium while on the job

I think the movement is not them coming to Pakistan, it's the other way around - another stupid idea inspired by the irrational fear of the Indian (booooo )- let the Indian train them, we should make some money.

i agree its a 'non-starter' for many reasons, history of both countries comes to mind.

Afghanistan is like Shaadi ka ladoo. Jo Khaye woh Pachtaye, Jo na Khaye woh Lachaye.
 
As long as Afghan soil isn't used by our enemies against Pakistan then 75% of the mission is complete.

Absolutely - I think or rather I hope, I'm mistaken and that this turn out to be something "lite" - but I think the generals are smelling Dollars and going to sell us another idiot proposition arguing that they out maneuvered the Indian and that we have to do this o rthe US will go to the Indian - and that the defeat of islamic terror requires.....

The US wants Karzai gone, Karzai has other plans - but working on the assumption that the US will get her prized SOFA, and we get Abdullah Abdullah or some such or some Khalqi twit hostile to Pakistan, what difference will it make where or who train this ANA?? Ambassador Bhadrakumar says the Chinese are coming to Afghanistan (read even more dollars - but very few for Pakistan) and that the US welcomes this (like a hole in the pocket?) and therefore the Pakistanis can get into the action -- Why they would want to beyond these kinds of interests is beyond me, lets just busy ourselves doing trade wuth Afghanistan and locking up and I mean locking up routes to CA - nobody in their right mind whats to be in Afghanistan, they want ot go through Afghanistan

Sir, what you think of this scenario.

Even China wants stable Afghanistan. If Afghanistan stabilizes then it can reach to Iran's oil reserves and access to Gulf and Africa via land route and it will take away its dependence on Pakistan to reach those regions via Pakistan.

Chinese are good businessmen. There is a reason why China is still supporting Iran.

We should realize that their is a school of thought that thinks instead of supporting Pakistan too much, they should have a second plan to reach Gulf and Africa via land route. And that is via Afghanistan and Iran. For them, resources and getting rid of their exposed trade routes in IOR which can be closed by US Navy any time is an important priority.

If KKH and Gwadar doesn't work or give enough benefit, they will look for other plan. And they can cooperate with Iran, India, Afghanistan for mutual benefits.

It all depends on how Pakistan understand the gravity of the situation and the need to bring peace in its country rather than focusing on Afghanistan. In pursuit of keeping India away from Afghanistan, you might loose Chinese support, chances are very low but they are there. Best thing Pakistan can do is keep China luring with Gwadar and Baluchistan resources. Because the day it becomes lost cause for China you will loose China just like you lost US.
 
Yes interesting - Afghanistan is a land locked country -- and while contingencies or rather planning for, is what all responsible govts ought to do, why take the more difficult and certainly more expensive option?

A stable Afghanistan in the interest of all neighbors? sure, but none of these neighbors can stabilize it only bargains inside Afghanistan can create such a stability or it just may be that humpty dumpty can't be put back together
