With due respect, it is not only the lack of will; cost factor is the key element. Depending upon the terrain, the underground power supply is between 4 to 16 times more expensive to install. Additionally, maintenance & repair of underground cable is also cumbersome.

The following is from “Electric Light & Power” comparing the two transmission methods in the USA state of Wisconsin. In Pakistan, the actual cost per mile would be different but the difference between the two methods under similar conditions should be similar.

Technical improvements in cable technology, wire placement, conduit sizing, grounding methods, directional boring techniques and other aspects of undergrounding power lines have advanced the reliability of underground power. They have not lowered their initial construction costs significantly, however, which are mostly associated with trenching through the earth along the entire line route.

Maintenance costs. The present worth of the maintenance costs associated with underground lines is difficult to assess. Many variables are involved, and many assumptions are required to arrive at what would be a guess at best. Predicting the performance of an underground line is difficult, yet the maintenance costs associated with an underground line are significant and one of the major impediments to the more extensive use of underground construction. Major factors that impact the maintenance costs for underground transmission lines include:

Cable repairs. Underground lines are better protected against weather and other conditions that can impact overhead lines, but they are susceptible to insulation deterioration because of the loading cycles the lines undergo during their lifetimes. As time passes, the cables' insulation weakens, which increases the potential for a line fault. If the cables are installed properly, this debilitating process can take years and might be avoided. If and when a fault occurs, however, the cost of finding its location, trenching, cable splicing, and re-embedment is sometimes five to 10 times more expensive than repairing a fault in an overhead line where the conductors are visible, readily accessible and easier to repair.

In addition, easement agreements might require a utility to compensate property owners for disruption in their property use and for property damage caused by the repairs to the underground cables.

An intermediate solution would be bundling wires, running electrical wires in back streets rather then main markets (so the utilities are hidden), and in key locations to selectively run them underground like major intersections so they don't interfere with other businesses.

Another benefit of bundling wires it the added difficultly of stealing electricity. This can help keep electricity costs down for those that pay for electricity and ensure funds are available to maintain the wires for reliable electricity supply. Bundling is already being done in Karachi.

Thank you for your kind words brother but I am nobody special. I just love Pakistan, and as a Pakistani-American living abroad I can contribute time and thought to my motherland. We the generation of today must contribute what we can if we hope for Pakistan to stay strong and independent. The largest threat to Pakistan's strength is people from within, especially those with the most, not playing fair by their fellow countrymen and women, and paying their fair share. As an outsider there is a limit to what some may say I have the right to say, so I leave it to you brother to let this be an inspiration for you to study and motivate those around you to develop Pakistan.

If you live there motivate the people to build up the country. The easiest first step is putting out trash cans in public areas and organizing a small group to clean up your area. It may take time, but if everyone sees all levels of society picking up a broom and pan and cleaning up there area it will give people hope. The people, from every level of society, need to feel ownership of Pakistan again, like they did at independence. Once you have motivated enough people in your area, and every week people come out to keep your are clean by themselves, you can post your success on social media. motivate your neighboring areas to do the same. As a group you can buy a plot of land your colony and set it aside for a children's public playground. If success keeps growing and your colony can raise enough money, buy an un-used house (such as Overseas Pakistani owned homes) and turn it into an adult learning center where people can give their time to help other learn to read and write. small steps like these will make your area clean, happy, and educated in a small amount of time. Don't feel overwhelmed, but start by cleaning the neighborhood and planting trees each day you clean up the area. stay hopeful, because those around you will notice then the change you make inspires them to change as well.
You can see what this one man did in 35 years as an example of persistence. Another is the clean up of a beach in Mumbai lead by one man; Afroz Shah.

Another project that can help people earn a living is recycle their own garbage. You can watch the following video. If you separate all the items mentioned in the video and send them to a place to be recycled, and put the bio-degradable things in a bio gas generating system.

With time a more efficient system can be built to feed Pakistani industry so we can cut imports and help the people earn back a little of what they spend.

finally, we can even share our unfinished meals, clothes, and books with less fortunate neighbors. You can put this community refrigerator in public area.

You can see this one example has taken off in India. There is no reason a small charity can not raise money to help both people from not wasting food (that would otherwise become garbage) and helping people who are hungry get a meal.

A lot of my older colleagues say that when Pakistan was born and the people were willing to sacrifice, it was a different mindset. Unfortunately they are right, from what I can gather. We must rebuilds that mindset.
