ISLAMABAD: Pakistan will not repeal its controversial blasphemy law but may amend it to prevent abuse because scrapping the legislation could fuel militancy, a government minister said on Tuesday.

The law, which carries the death penalty for insulting Islam or its Prophet Mohammad, has come under the spotlight this month after a court sentenced a Christian mother of four, Asia Bibi, to death in a case stemming from a village dispute.

Widespread media attention on the case has led to renewed appeals by human rights groups for the repeal of the law but Minister for Minorities Shahbaz Bhatti said that would not happen.

“(Repeal) is not being considered though we are considering changing it so that misuse of the law should be stopped,” Bhatti told Reuters.

The law enjoys widespread support in Pakistan, which is more than 95 per cent Muslim, and politicians are loathe to be seen as soft on the defense of the religion.

Blasphemy convictions are common although the death sentence has never been carried out. Most convictions are thrown out on appeal, but angry mobs have killed many people accused of blasphemy.

Bhatti said consultations with Islamic clerics and representatives of religious minorities on amending the law would soon be held.

He said repealing it was not being considered because that could provoke religious parties and militants who want to topple the pro-US civilian government.

“We have to analyse what the reaction of those having intolerant attitudes will be,” Bibi said. “At this point our aim is to stop its misuse.”

Critics say the law can be misused by people making false accusations against rivals.

Liberal and secular groups say the law discriminates against religious minorities who make up roughly 4 per cent of Pakistan’s 170 million population. Most members of minorities are Christian.

Bhatti said an initial inquiry into the case of the Christian mother suggested she had not committed blasphemy but was falsely accused after a quarrel.

Bibi, the first woman sentenced to death for blasphemy, has appealed to President Asif Ali Zardari to pardon her.

“It will take few more days. We are looking into different things, not just pardon. She could get relief from the courts,” Bhatti said.

Authorities were providing Bibi with security in jail and her family had also moved for safety reasons, he said.

I have studied alot of material on this subject 'blasphemy' . If it is proven in a court of law then even if state falls short of executing death penalty ... the convict will be killed any way (assuming if convicted in a court of law) . Removing the blasphemy law is very dangerous in our society because then there will be no 'prosecution through court' option and individuals will take matters into their own hands . We can improve the prosecution/defence procedures but removing the law will do more harm to the society.

well, the individuls have already taken law into hands, they have murdered many of the accused(who won the appeal), the only way out for this problem is to get rid of the law. pakistanis(and also other muslims) need to spend their time on other things to improve their lives. this B. law will only attract more and more people around the world to tease us, how can you stop it on the internet? if people want to insult, they will do it privately, how can we stop that? lets just move on and get rid of the law.
 
The Laws should be in place but must be amended for greater transparency & that the innocents do not get punished for a crime they haven't done !

This law should be removed but replaced with milder and wider law. No one deserves to be killed for blasphemy. For actions that lead to disharmony in society such as inciting violence and hatred or agitating general public, broad ranging laws can be applied. Its time to drop the hypocrisy and afford the same protection to all the groups, not just the Muslims. Free speech should however be protected so that if the debate is civil and academic then no one should be allowed to harass the participants. This type of law as a bonus would also get rid of the pseudo mullahs who propagate bigotry in society.

Regarding punishments, if the alleged agitator is found to be mentally unstable then he should be sent for counseling and psychiatric treatment. Otherwise small punishments like a fine, community service or short jail time should be applied depending on the severity.

This is the least of our concerns. The west has teased us through and through on issues that don't matter, what difference does it make?

how can you stop it on the internet? if people want to insult, they will do it privately, how can we stop that? lets just move on and get rid of the law.

That'll be the first step. The second being removing the "Islamic" from "Islamic Republic" once and for all.

That wont be happening neither would the laws being repealed , its our country & we will decide how to live here.

These laws need amendment which should ensure that cases like this don't appear in the future.

More details are needed and that should be enough since we don't have significant minorities.

Islamic is why this country was created and why people Died in this land. If you don't like it then have fun in NY.

You like myself and many others here are living in foreign lands. If you consider yourself to have the right to hold an opinion then so do others. As a citizen of Pakistan, no matter where they are, they have a rightful say in the affairs of the state, and to publicly share their opinions and preach whatever it is according to their understanding. It doesn't matter if its a minority voice, you can not de legitimize their opinion as long as they are rightful citizens, even if you do not agree with it.

No, "Muslim" was the reason Pakistan was created. "Islamic" is simply a descriptive term for the type of government.

These blasphemy laws are a fine example of what is keeping Pakistan back from fully accepting freedom of speech and diversity.

Pakistan is the 10th most corrupt nation on the planet. It does not deserve the term "Islamic."

Also Muslim Republic of Pakistan makes much more sense.

No offence, but should the punishment be this harsh? Blasphemy is tough to define, and I can't seem to accept the death punishment for this "offence". No religion should be above questioning, as long as it is done with genuine intentions. If it is a malicious demonstration against people of a certain faith or prophet or god, you can probably arrest them for mischief or causing disharmony. But do they really deserve to die?
 
Also by same yard stick is it ok to insult other religion
