It's wrong for a State to put troops on it's international border?

The entire world accepts the Durand Line as the border, with Afghanistan shooting at Pakistani Census workers as they count.

I didn't mean that. I meant insistence that they can bring Taliban to the table and involvement in peace talks. Just read this article from last year for instance :

So this is the general view - Pakistan has leverage with the Taliban and is therefore the key to peace in Afghanistan. And guess where the blame will lie in case there is no peace?

The Pakistan government has also nurtured this image, so that US and Afghan government do not consider it dispensable to the peace process. Thing is, this is a situation where no outside party would possibly benefit from being involved. It seems Taliban will not sure for peace for whatever reason. It is for Afghans to figure out whether they want to die fighting each other or not.

Pakistan likes to act up. The Taliban is fragmented, with the revelation of the death of Omar not all of the factions like the new guy. And there is infighting,why would that genocidal warlord decide to team up with the Afghan government? Because they'll give him protection and access to weapons.

You don't end up controlling entire provinces or launching attacks on cities hundreds of miles from the Pakistan border just because you can send some of your guys to a hospital in Pakistan or refugee camps.

The solution seems simple. Expel the refugees back over the border, if the Taliban can recruit from the camps and Afghan population centers.

Without going into the ethics of each course of action, there seem to be only two. First, if possible bring all or majority of Taliban to talks and work out a settlement do that there is peace. Second, if for whatever reason that is not possible, seal the border with Afghanistan and let them do as they please, without any fallout on Pakistani civilians.

However, until Pakistan is concerned with which country has too many consulates and what that means, it can't decide its own course of action and lives from moment to moment. If Afghanistan is as toxic as it is made out to be, then any country that meddles there will bear consequences, be it US, Pakistan or India.
