Yes Prahaar is nuclear capable, but its main purpose is to be used as a short range conventional cruise missile. It acts as a bridge between our rocket artillery and field ballistic missiles like Agni-1 and Prithvi, in range. But India does not have a doctrine of using it as a nuke delivery vehicle, unless exceptional circumstances warrant that.
