The Centre on October 23 appointed former Intelligence Bureau chief Dineshwar Sharma to talk to all stakeholders in Kashmir. Sharma is expected to visit the Valley on November 6.

Security forces launched a cordon-and-search operation in Samboora on Thursday evening after being alerted about the presence of militants, officials said.

As the security forces were conducting searches, militants opened fire and a gun battle followed.

The government has stepped up the offensive against militants in the state. So far, 160 militants have been killed in the Valley this year.

Militant hideout busted in J-K

A militant hideout was busted and a cache of arms and ammunition recovered by security forces in the border state’s Baramulla district, a police official said.

Security forces launched a search operation in Drang forest area on being tipped off about a militant hideout, he said.

The search yielded an AK rifle, a pistol and explosive devices.

BSF responds with retributive action, damages Pak. posts

A Border Security Force (BSF) jawan was killed in a fresh ceasefire violation by Pakistani troops on the International Border in Jammu on Thursday morning.

In separate militancy-related incidents in Kashmir, a militant, an Army jawan and a BJP youth leader were killed and five CRPF jawans injured.

A BSF spokesman said constable Tapan Mondal suffered serious injuries when Pakistan Rangers “suddenly fired on a BSF patrol in the Samba Sector” around 9:30 a.m. He later succumbed to his injuries. The 25-year-old jawan was a resident of West Bengal.

“In response, the BSF carried out calibrated retributive action against Pakistani Rangers in Samba Sector and caused serious damage to a few Pakistani posts and caused grievous injuries to at least two Pakistani Rangers,” said the BSF spokesman.

He said the retaliatory action continued till 2 p.m. when “the Pakistani side silenced their weapons”.


In Pulwama’s Pampore, a militant and two Army jawans were killed and at least two others were trapped inside a residential colony on Thursday evening. A police spokesman said the militant was killed in the initial exchange of fire when a search party arrived in Samboora area in Pampore.

CRPF men injured
Six CRPF personnel were injured in a militant attack on a convoy in Anantnag. “The CRPF patrol was going to their camp near Pahalgam. Three jawans received bullet injuries and two were hit by shards of broken glass,” Inspector General, CRPF, Zulfikar Hassan said.

The body of BJP youth president was found in Shopian on Thursday evening. A police spokesman said Gowhar Ahmad Bhat, a resident of Shopian, was found with his throat slit. The body also bore torture marks.

Reinforcements sent to nab the attackers, say police

Several jawans were injured in an attack by militants on a CRPF patrol party near Lazibal area, Anantnag district of south Kashmir, on Thursday morning.

However, unconfirmed reports suggest four jawans were injured.

“We are assessing the situation. Reinforcements have been sent to nab the attackers,” said a police official.

Around 80 militants have been killed in south Kashmir in the past six months and around 115 ultras are still active in the region, of whom over a dozen were foreign terrorists, a top Army official has said.

“There are around 115 militants in south Kashmir and out of them, 99 are local and 15-16 are foreign terrorists. The actions that we have taken in past 6-7 months, we have neutralised nearly 80 terrorists including top leadership.”


“...as soon as the number of terrorists decreases, the situation will improve,” General Officer Commanding of the Army’s Victor Force, Major General B.S. Raju, told reporters.

Asked about the killing of a BJP youth leader in Shopian yesterday, Major General Raju said these were “acts of desperation” by the militants.

“Two to three such incidents have taken place in the recent past. We are given to believe that these are acts of desperation by the terrorists. They are not able to make any concerted action against the security forces. So they are looking at weaker targets and I am given to believe that police are taking necessary action against the perpetrators of these crimes,” he said.

He said the Army and other security agencies would continue to take all necessary actions against the militants so that the people of south Kashmir could live in peace.

“The situation in south Kashmir is much better. Stone pelting and random acts initiated by terrorists have also decreased. As the winter season sets in, our actions would be more effective and peace shall return,” he added.

On the Jaish-e-Mohammad militants in south kashmir, Major General Raju said the process of neutralisation of the Jaish cadre has already begun.

“We intend to act particularly against the Jaish”.

On fresh recruitment among the militant ranks, he said that it was definitely a cause for concern.

“A lot of stakeholders need to work in a concerted manner to ensure that new recruitment is put in check. I would put the onus on the parents to ensure that they are able to take care of their children and I would put the onus on village elders, to the Moulvis in the villages and towns to ensure that they get right message across to the young people,” he added.

He said teachers and principals of schools and colleges also have a role to play.

“The security forces have to ensure that they conduct operations in such a manner that would not alienate the population and the youth,” he added.

Two soldiers and a Jaish-e-Muhammad (JeM) militant were killed in a gunfight at Pampore that started on November 2 evening and continued late in the night. Meanwhile, one militant was killed in Kupwara on November 3.

A police spokesman said JeM’s Badar was killed at Samboora village of Pampore where a residential area was under cordoned off till November 2 night. “Badar was involved in a number of militant acts in south Kashmir,” police said. Sources said two more militants managed to escape from the encounter site “while opening indiscriminate fire at the security personnel”, which left two soldiers dead.

Infiltration bid foiled, militant killed

An Army spokesman said one militant was killed after an infiltration bid was foiled by the soldiers Kupwara’s Machil Sector near the Line of Control (LoC) on November 3. “The weapon was also recovered from the militant’s body,” said Defence spokesman Lt. Colonel Rajesh Kalia. “The operation is on in the area.”

Army Eliminates Two Terrorists and Spoils Major Infiltration Bid in Uri sector

Army foiled a major infiltration attempt by the terrorists along the Line of Control (LC) in Uri sector in Baramulla district. The terrorists, who tried to infiltrate on night of 04-05 Nov by exploiting difficult terrain conditions along LC were intercepted by the alert Army troops on duty close to LC. The terrorists thereafter resorted to indiscriminate firing and in the ensuing gun battle two terrorists were killed.

Deliberate search operation was launched, in areas close to the Line of Control, during which the bodies of slain terrorists were recovered by the troops. Army also recovered few weapons and warlike stores. This is the fourth infiltration attempt foiled in Uri sector in last five months.

Militants today fired on a police team in south Kashmir’s Pulwama district, injuring two security personnel, the police said.

“Militants fired upon a naka party of police near Police Station Rajpora in Pulwama, resulting in injuries to two of our personnel,” deputy inspector general (DIG) of police S.P. Pani told PTI.

Mr. Pani said the injured policemen have been rushed to a hospital for treatment and their condition is stated to be stable.

The area has been cordoned off and a search for the attackers has been launched, the DIG said.

He said it was not an attack on the police station.

A police official identified the injured constables as Abdul Salam and Munir Ahmad.

Grenade hurled

Meanwhile, militants today hurled a grenade at a camp of Jammu and Kashmir Police’s Special Operations Group in Shopian district but it exploded in the compound without causing any damage, the police said.

Militants hurled the grenade on Special Operations Group camp in Imam Sahib area of Shopian this afternoon, a police official said.

He said the grenade exploded near a boundary wall inside the compound.

No damage was caused by the explosion, the official said.

Security forces on November 5 foiled an infiltration attempt by the Pakistani Border Action Team (BAT) near the Line of Control (LoC) in Kashmir’s Uri sector, killing two militants, an official said.

Director-General of Police (DGP) S.P. Vaid said there was no casualty on the Indian side and that a possible tragedy was averted by the Army and the Jammu and Kashmir Police (JKP).

“BAT action bid foiled by Army and JKP. Two terrorists killed in Dulanja Uri. No casualty on our side. Possible tragedy averted,” Mr. Vaid tweeted. The DGP did not share any further details.

The force foiled a major infiltration attempt by the militants on the intervening night of November 4 and 5 along the LoC in Uri sector in Baramulla district of north Kashmir, an Army spokesman said.

“The terrorists, who tried to infiltrate by exploiting difficult terrain conditions along the LoC, were intercepted by the alert Army troops on duty close to the LoC. The terrorists resorted to indiscriminate firing and in the ensuing gun battle two terrorists were killed while escaping towards the LoC,” he said.

The spokesman said that a large quantity of arms and ammunition, and other warlike stores were recovered from the slain militants.

“A deliberate search operation is still underway,” the spokesman said, adding this is a fourth infiltration bid foiled in the Uri sector in the last five months.

“This displays the alertness and resilience of the Army troops who engaged and neutralized the terrorists and resulted in foiling this infiltration attempt in Uri Sector,” he said.

As the Centre’s special representative for Kashmir Dineshwar Sharma began his five-day visit to the state on Monday, the CRPF said there were inputs about militants stepping up violence to disrupt the peace initiative. “There is an input. May be a grenade throwing, may be hit and run attack. There is an indication that they (militants) may step up violence,” Inspector General of CRPF Ravideep Singh Sahi told reporters here on Monday.

He said, “Whenever any such step (dialogue) is taken, which leads to peace, the enemy will not want it. So, they may try to step up the attacks.” Sahi said while the situation in Kashmir was under control, the security forces need to remain alert. “We keep on receiving inputs about militant activities and their movements. We are alert and the situation is under control,” he said.

The IG CRPF said militants do not have a permanent base in the summer capital here but maintain their presence in the city. “As per information available with us, they do sometimes come to the city. They do not have a permanent base (here), but of course we receive inputs about their presence on the city outskirts. And (based) on these inputs, we carried out some operations and many commanders have been neutralised,” he said.

Sahi said there has been a reduction in the number of stone-pelting incidents in the Valley this year. In 2017, there has been a significant reduction in stone pelting, especially after April, he said, adding that the stone pelting, however, still takes place at the encounter sites and termed it as a cause of concern. “By and large, the spontaneous stone-pelting in city from law and order point has reduced to a large extent,” he said.

Asked about the reason for decline in stone-pelting incidents, Sahi said the people of the Valley have understood that it does not have any positive result. “It also has an adverse impact on image of Kashmiri people outside and economy as well. Besides, the operations were also carried out and also the NIA operations could be the reason,” the IG CRPF said.

“There are multiple reasons,” he added, referring to the NIA investigation into terror funding. Sharma on Monday reached here for a five-day visit to the state during which he will hold talks with various stakeholders.

An army jawan and three militants were killed in an encounter between militants and security forces in south Kashmir’s Pulwama district on Monday, on a day the Centre’s interlocutor Dineshwar Sharma arrived in the state to initiate the dialogue process.

A civilian was also wounded during clashes between protesters and security forces near the encounter site.

Officials said the gun fight broke out after a joint team of the army, police and CRPF launched a search operation following inputs about the presence of militants in Kandil Aglar village of Pulwama.

The police control room in Pulwama said the encounter started around 6pm after the militants opened fire at the security forces.

Kashmir inspector general of police Muneer Khan told HT Monday evening that they were trying to ascertain the identities of the three militants. “Possibly one should be local and two were foreigners,” Khan said, adding that they were searching the area.

An army spokesman said two AK-47 rifles and one pistol were recovered from the site.


Police said the three slain militants were involved in an attack on Sunday in Pulwama in which a policeman was killed.

Local reports said protests also erupted near the encounter site, in which a civilian received bullet injuries. The police control room in Pulwama confirmed that protests took place near the encounter site.

Pulwama superintendent of police Mohammad Aslam confirmed that a civilian was wounded during the operation, and was referred to the SKIMS hospital in Srinagar.

A police spokesman later said the civilian was injured in crossfire.

Syed Amin Tabish, medical superintendent at SKIMS, said they were evaluating the injured civilian, who is around 18 years old. “He is stable,” Tabish told HT late in the evening.

The violence took place at a time when Dineshwar Sharma, a former chief of the Intelligence Bureau who was tasked by the Union government to initiate talks in Kashmir over the three-decade-old insurgency, arrived in Srinagar.

BJP leader ‘targeted’ in Pulwama?

Meanwhile, conflicting reports also emerged about an alleged attack on the vehicle of BJP Yuva Morcha general secretary Abhijeet Mishra in Pulwama.

Mishra had gone to meet the family of BJP youth leader Gowhar Bhat, who was found with his throat slit in Shopian on November 2.

A senior BJP leader, not wishing to be named, said Mishra’s vehicle was apparently targeted at Bonar in Pulwama, while he was returning from Shopian. He said the vehicle bore two bullet marks.

However, an official at the Pulwama police control room denied any militant attack on Mishra. “Our escort was with him and they said nothing happened in Pulwama. His vehicle only had some marks of stones,” the official said.

The Shopian police control room also denied any such attack.

One of the three Jaish-e-Muhammad (JeM) militants killed in the Pulwama gunfight on Monday night “is believed to be a nephew'' of the outfit’s founder, Masood Azhar, according to General Officer Commanding (GOC), Victor Force, Maj. Gen. B.S Raju.

Earlier, a Jaish-e-Muhammad spokesperson identified the three as Muhammad Bhai, a divisional commander and a resident of Pakistan; Talha Rasheed, nephew of Masood Azhar; and Waseem Ahmad, a resident of Drubgam Pulwama.

Ahmad’s photo, where he was seen carrying a M16 carbine gun, had gone viral on Facebook a few days ago.

One solider was also killed in the operation and one civilian suffered bullet injuries near the encounter site.

According to the police, the militants killed were involved in the recent killing of a policeman.

Pakistan-based Azhar, who was released in exchange of hijacked IC 814 plane in 2000, is the founder of JeM. He is believed to have revived its ranks in Kashmir by launching Al-Shohada Brigade or Shaheed Afzal Guru Squad in 2013.

In January last, Abu Musaib, a nephew of Zaki Rehman Lakhvi, LeT operational chief, was also killed in a gunfight in Bandipora.

'Support from across the border'

Responding to the seizure of weapons, Army Chief Gen Bipin Rawat said that this shows they had support from across the border.

“This makes it clear that terrorists are getting support from across the border,” Gen Rawat said in response to questions from the media on the sidelines of a defence accounts event in New Delhi.

On Rasheed, Gen Rawat said, “Doesn’t matter if he is Masood Azhar’s nephew or anyone else. We aim at neutralising all terrorists, irrespective of from where they belong.”

Bearing the brunt

“We have 35,000 widows, especially in Kupwara. We have a huge chunk of women folk in Kunan Poshpora who are widows. We discussed about rehabilitation of women affected by the conflict,” she said.

Calling for peace centres in every district in Kashmir, Ms Jan said they should be “headed by peace officers. Women also need a platform to put forth their view point.”

Mushtaq Ahmad Lone, a Srinagar-based transporter who was part of one of the delegations, said prolonged strikes called by separatists had caused huge losses.

“We don’t want that our people become militants and pick up guns. A one day strike impacts our business for the next four days, some people are maligning the entire State,” Mr. Lone said.

The recovery of US-made rifle, meant for Pakistani army, after an encounter with militants in Kashmir, showed the force’s complicity in fuelling insurgency in the Valley, a senior Indian Army officer said on Tuesday.

Major general BS Raju, general officer commanding (GOC) of the Army’s Victor Force, was referring to the M4 carbine Colt recovered from the site of the encounter in Pulwama district, where three Jaish-e-Mohammed (JeM) militants, including its chief Masood Azhar’s nephew, and an army jawan were killed on Monday night.

“This weapon (the M4 carbine) is with the special forces of Pakistan army. So we have reasons to believe that this particular weapon was given by the Pakistani army to JeM cadres and this clearly shows the complicity between JeM and Pakistan and their nefarious designs in Kashmir,” Raju said.

Police had said that an M4 carbine Colt and an AK-47 Draco rifles were recovered from the site of the gunbattle.

A photo of a militant flaunting an M4 rifle had gone viral in Kashmiri social media circles last week.

Raju said this was not the only M4 rifle functional in the region, and that there could be 5–10 such weapons brought in by infiltrating militants. However, this is the first M4 carbine to be recovered in Kashmir.

The three slain militants killed on Monday night were identified as Waseem Ganaie, a resident of Pulwama, and Pakistani militants Muhammad Bhai, JeM’s south Kashmir divisional commander, and Azhar’s nephew Talha Rashid.

A police spokesperson said that it was the same group that was wanted for the attack on the police checkpoint a few days back.

A local news agency in Kashmir, GNS said a JeM spokesperson confirmed to them the identity of the militants and accepted that Rashid was Azhar’s nephew.

Inspector general of police, Kashmir range, Muneer Khan said, “For the first time, they have owned a Pakistani militant, saying that yes, he is the nephew of Masood Azhar. Now, we will take up the matter through proper channels and, very firmly, request that please claim the body and please take the body.”

Officer Raju said the increased deployment of JeM in the Valley indicated that the capacity and the propensity of Hizbul Mujahideen to survive and grow have reduced.

“This void is being filled up by JeM, which means that Pakistan is apprehensive of the lower level of activities by home-grown terrorists, to which they want to add on and increase. This fundamentally tells me that the Valley wants peace, but is not being permitted by Pakistan,” he said.

Around 170 militants have been gunned down by the security forces in Jammu and Kashmir this year and these include a majority of the top commanders active in the valley, the state’s Director General of Police (DGP) Dr S P Vaid said on Wednesday.

The eliminated militants included Jaish-e-Mohammed chief Masood Azhar’s nephew Tallah Rashid, JeM’s Mehmood Bhai, Lashkar-e-Taiba’s Abu Dujana and Waseem Shah as well as Burhan Wani’s successor Sabzar Ahmad Bhat of the Hizbul Mujahideen, he said. “About 170 militants have been eliminated this year only (in Kashmir). This is a record going by the last ten years. Except 4 to 5 commanders, other top militants have been eliminated,” Vaid said.

Security forces, including the Army, CRPF and police have fiercely intensified operations to hunt top terrorists in Kashmir, he said. “There is tremendous success as far as ‘Operation All-out’ is concerned. The credit goes to the officers and jawans who work in the field”, the police chief said.

He said there was a very good coordination between the police, Army and other security agencies and claimed that “most of the top leadership of Hizbul and LeT had been neutralised” except a few odd ones. He said that recently a new phenomenon of suicide attacks by JeM was observed. “The JeM has been instrumental in carrying out suicide attacks, which is a new trend. This is an attempt from across the border to bolster the sagging morale of terrorists,” he said.

Asked about infiltration of militants from across the border, he said the “Army was doing a great job in checking infiltration”. “We had a lot of success on the borders. But since it is a difficult border, some people are managing to enter. But in the hinterland, they are getting neutralised,” Vaid said.

He said that snowfall takes place around December and passes start closing so there was an effort from across the border to push as many terrorists before that. “We will continue with our operations and very soon peace will return to Kashmir. Already much (has been done). I am hopeful that things will improve further,”he added.

On police personnel joining militancy, he said that two such cases had come to his notice. “We are looking into the causes. There are various reasons. After all the police is also part of the same society and you can get influenced. You live in same society, same villages. It is not a serious challenge. We have taken steps to safeguard the police force from being targeted by terrorists,” he said.

Dineshwar Sharma to meet parties and civil society groups

Government of India special representative Dineshwar Sharma on Thursday concluded his three-day maiden visit to Kashmir and arrived in winter capital Jammu to meet parties and civil society groups.

Soon after his reached Jammu, Mr. Sharma met BJP leader and Deputy Chief Minister Nirmal Singh “to initiate and carry forward dialogue with elected representatives and other organisations.” A party leader said several “J&K-centric issues” were discussed. Mr. Sharma will stay in Jammu for two days.

Earlier in Srinagar, Mr. Sharma met senior Congress leader Saifuddin Soz. “Now it is time to hold a meaningful dialogue. There are several working group and interlocutor reports gathering dust. Time has come that Prime Minister Narendra Modi make this fresh process a meaningful one. There is a great trust deficit between the Union of India and Kashmir,” Mr. Soz said.

Hurriyat seminar

In a significant move, the State government allowed Syed Ali Geelani-led Tehreek-e-Hurriyat to hold a seminar at his residence at Hyderpora.

“The authorities are using this [National Investigation Agency] agency to create fear psychosis among youth,” Mr. Geelani said at the seminar, adding “J&K was never a part of India.”

Srinagar, dhns: Militants shot at and injured a special police officer (SPO) of Jammu and Kashmir Police in south Kashmir's Anantnag district on Thursday.

Reports said that militants fired at SPO Ranbir Singh, posted outside the deputy commissioner's Office in Anantnag. Singh was hit by a bullet in the abdomen and was shifted to army's 92-Base Hospital in Srinagar.

Special Police Officers are youths engaged on a fixed monthly remuneration to fight militants. In most cases, they are inadequately trained and with no weapons.

The latest attack comes just two days after security forces killed one of the most-wanted militant commanders, Talha Rasheed, the nephew of Pakistan-based Jaish-e-Muhammad chief Moulana Masood Azhar, in the neighbouring Pulwama district.

Meanwhile, police arrested an overground worker of militants in Kulgam district. SSP Kulgam Shridhar Patil said a police team arrested Hizb-ul-Mujahideen worker Showkat Lone along with a pistol and four rounds. "Showkat was tasked with carrying out attacks and snatching weapons from security forces," he said.
 
One pistol and four rounds were recovered from the militant’s possession.

An overground worker of Hizbul Mujahideen outfit was on Thursday arrested in Jammu and Kashmir’s Kulgam district, police said.

Showkat Ahmad Lone was arrested by security forces during an operation in Kulgam, 75 kms from Srinagar, a police official said.

One pistol and four rounds were recovered from Lone’s possession, he said.

Lone, who was working as overground worker for Hizbul Mujahideen, was believed to be a close associate of outfit’s commander Riyaz Naikoo, the official said.

Militants today attacked a police vehicle on the Srinagar-Jammu National Highway at Qazigund, police said.

No one was injured in the attack.

The ultras fired at the police vehicle, which was on its way to Jammu from Srinagar, near Bonigam in Kulgam district, a police official said.

Security forces have cordoned off the area to track down assailants.

Police personnel posted on guard duty at a police establishment in Pulwama district of Jammu and Kashmir today fired few rounds in the air after noticing suspicious movement near their camp.

“The sentry noticed some suspicious movement near the District Police Lines at Awantipora in Pulwama at around 3.40 a.m. and fired few probing shots in air,” a police official said.

He said there was no injury caused by the firing incident.

Militants had targeted District Police Lines in Pulwama town in August this year, killing eight security force personnel.

Three militants were also killed in the retaliatory action.
