Yes correct, But i ment useless in a sence of that it would never be used, Just mainly used for to show-off real muscle... Why do you think Israel itself is not using Nukes to counter nuke? They built Anti-ballistic defence system such as Arrow for this...

We dont 'Need' Nukes to counter a Nuclear threaths, A Ballistic defence system can do the trick... People must build weapons to actually COUNTER it, Not the same actual type of weapon.

Nukes are more for deterrant... If you have nuke then anemy will think thounsand time before attacking you.
