ISLAMABAD — Pakistan is planning to set up its second uranium enrichment facility, which will be placed under international safeguards and geared exclusively for the country's civilian nuclear power program, according to Pakistan Atomic Energy Commission sources.

The sources told Kyodo News the new enrichment facility is envisaged as part of the nearly $2 billion Pakistan Nuclear Power Fuel Complex to be built at Kundian in the district of Mianwali in Punjab Province.

Japan wants Pakistan to join NPT regime ​

ISLAMABAD (August 23 2007): Japanese Defence Minister Yuriko Koike on Wednesday said Japan would like Pakistan to join the nuclear Non-Proliferation Treaty. "We would like to see participation of Pakistan in NPT regime and we would like to continue discussion on the nuclear non-proliferation issue," said the Japanese Defence Minister, who is also the special envoy of the Japanese Prime Minister.

She was responding to a question at a media briefing about Japan's views on the nuclear deal between United States and India and its impact on nuclear non-proliferation efforts. Koike said Japan was concerned about the activities of its neighbour North Korea in the nuclear domain.

About her meetings with President Pervez Musharraf, Prime Minister Shaukat Aziz and Defence Minister Rao Sikandar Iqbal, the Japanese Minister said discussions involved bilateral relations and efforts on the war against terrorism. She appreciated Pakistan's role and said it was paying a heavy price in the fight against terrorism.

The minister said Japan would continue its economic assistance to Pakistan for its stability and development. She said Japan's presence in the Arabian Sea was not for the sake of United States of America, but for providing assistance to Pakistan and other countries in the war against terrorism. She said if Japan withdrew from the Arabian Sea, it would convey a negative message to the international community in the war against global terrorism.

It happens. Its we muslims and pakistanies who need to realize it and stepup to this kind of non justification. I dont understand one thing here and it makes me sick when i think about it. Why are we placing our every nuclear reactor and enrichment sites under international safeguards? What are we trying to prove to the world here? Are we that incompetent that we are ourselves unable to meet the safety standards or our we just trying to prove something else to the world here or because the world thinks we cannot meet the safety standards, makes us put the reactors under so called international safeguards.
No matter what happens West isnt going to contribute a damn thing with pakistan regarding nuclear tec. All they ever wana do is to make pakistan roll back its nuclear program, look how the american media and the presidential candiates have constantly describing pakistans nuclear as a nitemare for the US. So whats the point here why the hell are we proving the world ( US ) that this reactor is for peaceful use and we will not use it for weapons.
This just makes me sick. our degrading foreign poilcy.

That may be, but the question is one of fairness. You could argue that there is a huge difference between a wealthy landowner and a landless peasant, does that mean that the status and stature of the Landowner justifies special treatment, double standards and discrimination with respect to the peasant? There is no justification for the double standards employed by the international community, in terms of the 123 agreement, from an ethical and moral POV.

A society based on that principle alone is a flawed, unjust society and a world based on that principle is a flawed, unjust world - and while that continues, both will continue to tussle with turmoil as a result of the inherent flaws of such a principle. Just as people will struggle against the injustice of such a society, so should nations.

Interesting how you weave in "communism" to describe equitable treatment. You sound like the republicans here in the U.S who start ranting about socialism and communism when someone suggests universal medical coverage. Nothing like the elite caring naught about those less well off and protesting any change in the status quo.

Using agnostic's example of the Land Owner and the Peasant. Yes charity should be offered fairly, but business is done on reality. An outsider, even if he wants to be fair, cannot offer a car on loan to the peasant, while he can to the Land owner. Why ? is he being unfair ? No. Because the LO has something to offer back. The peasant doesn't. India was not offered nuke deal out of charity, but because of what the US can get out of India in return. Its alliance, its business, its clout.

When Pakistan is in a position to offer equal benefits to the US, they will give you a nuclear deal too.
