ISLAMABAD: Minister for Defence Khawaja Mohammad Asif said on Monday that Pakistan would explore other options to meet its defence needs if the F-16s deal with the United States did not materialise.

Talking to journalists after addressing a two-day international conference, he said that Pakistan was an independent and sovereign state and it could acquire defence-related products from other suitable markets of the world.

The conference, titled ‘Refugee crisis and its ramifications for global and national security’ was organised by South Asian Strategic Stability Institute University in collaboration with the Ministry of States and Frontier Regions, National Security Division and Konrad Adenauer Stiftung.

The minister said ups and downs in relations between Pakistan and the US were not an usual matter, adding that the overall bilateral ties were good.

Minister says ups and downs in bilateral relations not an unusual matter
He said the US had provided the aircraft to other countries and halting its supply to Pakistan was tantamount to injustice with it. He also highlighted importance of F-16s for Pakistan in its ongoing fight against terrorism.

Answering a question, Mr Asif said Dr Shakeel Afridi was a citizen of Pakistan and he was being tried in Pakistani courts, adding that no one would be allowed to interfere in internal matters of the country.

The minister said the process of repatriation of temporarily displaced persons of Waziristan was continuing at a fast pace.

During 1980s, Mr Asif said, a large number of Afghan refugees came to Pakistan and majority of them were still residing here, adding that Pakistan was playing a positive role in the repatriation of these refugees and bringing peace and stability to the neighbouring country.

Earlier, addressing the conference, Mr Asif said Pakistan shared a 2,560-kilometre long porous border with Afghanistan with over 200 unfrequented routes, which served as points for illicit trafficking of weapons, drugs and humans.

He said around 24,000 people from Afghanistan crossed into Pakistan from Khyber Agency alone per day and majority of them travelled without any legal documentation.

The minister said while the world was dealing with the Syrian crisis and its global ramifications, no country in the world could understand better than Pakistan the implications of refugee crisis and its ramifications for domestic as well international peace and stability.

The minister said the prevailing security situation in Afghanistan remained a challenge, with the Afghan government facing a number of problems, including an increase in opium production that helped finance the insurgency.

“On our part, Pakistan is making sincere efforts in bringing the Taliban militant group to the negotiating table and supporting the quadrilateral Afghan peace talks, but in the end it will be the Afghan government which will have to lead the process as it must be Afghan-owned and Afghan-led,” he stressed.

“This is being done to help the Afghan government achieve lasting peace in the country,” he added.

Referring to threats by the Afghan military hierarchy to carry out ‘hot pursuit’ actions in Pakistani territory, the defence minister said that any such action would get a befitting counter response.

He said the deterrence stability in South Asia was confronted by multiple and grievous challenges, ranging from new limited war fighting concepts in the shape of Cold Start Doctrine to acquisition of destabilising technology like ballistic missile defence system, nuclearisation of Indian Ocean and massive increase in India’s conventional defence spending — over $80 billion against Pakistan’s little over $6bn.

All these pushed the South Asian region towards perpetual instability, unless and until the relationship is not stabilised through deliberate efforts, he added.

“The idea of Cold Start Doctrine is based upon the notion of pre-emotive strike and calls for rapid deployment of ‘Integrated Battle Groups’.”

He said the India’s Cold Start Doctrine coupled with massive militarisation force had capability to increase the level of an arms race, hence raising the level of minimum deterrence stability in the region.

Tired of hearing the other options story again and again....Mr Asif if you really have options bring them to the table and start serious negotiations about it otherwise its high time you stopped this and pay the Americans the money to get those -16's.

. .
Well we have all options such as Typhoons, Eurofighters, Honrnets, Gripens, or even raptors or F-35....but problem is keh hamari Pasli kitni hay. ??? I don't know why we opted again for F-16s when even our home made Thunders were named Jf -17 in a reactionary mode to reflect that its one step ahead of F-16s....idea of these vipers as main pillar to our air defence should have been dropped right away the moment Uncle Sam refused to provide these despite the advance payment of money in the 90s....this love affair must be ended right away...bring another platform no matter how much it will cost us...no matter if it doesn't bring anything significant to PAF's capabilities...no matter how much it will cost us to develop additional infrastructure...at least we shall get rid of that sick mourning season which starts right from the evaporation of Uncle Sam's interests in the region after every 10 years of so....time to swallow the bitter pills....just bring a dam new platform and that would be the best thing ever happened in my life time...Ehsaan ho ga Qoum kay logon per...!!!

PAF will go for the used F-16's of those countries which are replacing f-16 with F-35, mainly Denmark, Norway and Netherland. It will all be done through USA but will not require approval of US-Congress.

.
I seriously doubt that there is a quite a lot money to be made in acquisition for new platforms .e.g we currently have following types

F7 P/PG Chinese (inventory)
Mirages 3/5 France ? (Local)
JF17 Italy /China /Local
F16 US/Turkey /Any one else?

So already 4 type of supply lines are running with Mirage rebuilt factory/F7/F17 structures are placed ,F16 main components we rely on Turkey/US . With recent accusation for Mr Shahid Lateef (Chief programmer for F16/F17
"Then he was selected in the elite group of first six PAF pilots to undergo F-16 conversion in the USA. Shahid Latif was the first pilot to ferry the F-16 from USA to Pakistan in 1982"
"On being promoted to the rank of Air vice Marshal, he was handed over the JF-17 project; a programme that was not able to take off due to serious difficulties, forcing the PAF to continue to operate obsolete equipment. "
With most recent acquisition of Block 52+ and MLU ,i think it is more to it then love of F16 .Sooner or later Mirages have to go and F17 rebuilt factory can take its place so why we are so not interested in inducting any new platform .IAF being bigger operates
JAG /SU /Migs/Mirages (UK,RUSSIA,FRENCH) so simpler lines for India but many types means negotiating parties are three only

Poland is unlikely, they operate fairly new Block-52. Unless they're planning to store some planes, those F-16s won't be coming to Pakistan for a long time, at best. Our best source for used F-16C/D will be the U.S.

Apparently we are interested in Polish F16 from quite a time. We were actually eyeing towards them when United States offered us to buy new ones under FMF program.
And for me it also hard to believe that Poland will sell its new F16s to Pakistan. Though they are planning to purchase EFT but its for Mig29 and Su22 replacement.................

But as far as I know, Pakistan was and is interested in Polish blk 50/52s ..........

There is no option with they will find platforms but how would they find funding like FMS. PAF is already busy in servicing the debt for JFT,KKE and Erieye. They don't have the room to fund the deal.

Only if Poland goes through a massive austerity cut whereby some of their F-16s end up getting grounded.

You guys aren't understanding, US hasn't blocked the sale, all they said is to pay the full money. That's the whole problem. Buying the old Polish platforms would make sense if the deal was blocked, which it is not.

Yup.
F16s are there,
But money is not here.
What United States Congress has blocked is the funding of F16 with FMF. And with out those funds we cannot buy our birds.

Lets suppose United States release FMF (not for F16) then in which areas we will be spending that money?
We can with draw funds from any existing program and fill it up with FMF, and that with drawn money can be used to finance F16 purchase.
is it possible?
