Pakistan to install tracking chips in feet of 1,600 terror suspects

Lahore: For the first time in Pakistan, 'tracking chips' will be installed in the feet of 1,600 terror suspects in Punjab province by the end of this month to monitor their movements.

The terror suspects have been placed under Fourth Schedule of Anti-terrorism Act, 1997 that lists all the known suspects belonging to banned militant or sectarian groups who could pose a threat to public peace and security.

"For the first time in the country's history, the law enforcement agencies will start 'electronic surveillance' of 1,600 terror suspects by installing a tracking device at their ankles (commonly known as ankle-band) to monitor their movements," a senior official from Punjab Counter-Terrorism Department told PTI.

"We have bought the tracking devices from a couple of countries and by the end of this month the process of installing them in the ankles of the terror suspects will begin. The suspects who have been allowed to stay in restricted areas will be summoned and the tracking chip will be installed," the official said.

The use of this modern technology would not only help the law enforcement agencies to keep an eye on the suspects' movements but also help reach 'hard core terrorists', he said.
After installation of the ankle-band it would be difficult for the suspects to leave the restricted area, he said.

The government decided to install the 'ankle-band' after reports that a number of high-profile members of the banned groups were flouting its order to 'stay in a restricted area'.

Militant outfit Lashkar-e-Jhangvi chief Malik Ishaq, who was on the Proscribed List, reportedly managed to leave the country for Saudi Arabia to perform religious ritual, Umrah, in the past without the permission of the government.

Under the law, a suspect of the Fourth Schedule may leave the 'restricted area' after taking permission from the government.

I have doubts on that Pakistan even having sources to monitor 1600 people all the time.
yeah because if a terrorist detached the band he can hide everywhere, and one cannot always monitor you, maybe they should try for a surgery, or they.......hm.....

He is only a suspect. It quite like putting a collar on animals one sees in Nat Geo.

What if he removes it & puts it on his donkey for two days, and fits it back after he returns from Af or some other place where he meets " hard core terrorists " ?

This is a joke! It's ok for criminals or petty thieves but certainly not for terrorists! Anyone can cut off a bracelet and go into hiding. All you need is a pair of scissors. Electronic monitoring bracelets aren't designed to stay on at all costs.

Example:

When a criminal has served his time, removing the bracelet is as simple as cutting it off. Martha Stewart was allowed to remove her monitoring bracelet with the help of a scissor on the day of her release. The actor Robert Blake wasted no time in removing a monitoring bracelet at the close of his murder trial.

If terror suspects are allowed to roam free with bracelets, it won't work as they can easily be cut. The terrorists could thus escape monitoring and go into hiding somewhere in the mountains in the AfPak region!!

Or is it that these bracelets will be worn by terror suspects within the confines of a prison? That would be silly!

Even if they are able to track, what if they somehow manage to remove the band and tie it to a pet animal or their relative or friend for example?

It would be a good thing if it is a chip implanted inside the body and after every certain period they are asked to go to relevant authorities for assuring that the chip is still in place.

The only good terrorist is a dead one. At a minimum he/she should be in jail.

It's one thing to rob a bank or steal from a store or home. It's quite another to make a bomb and brainwash an impressionable mind to commit a suicide attack.

If Pakistan is so poor that it can not afford to house, provide food for or security for a terrorist, which it can't, perhaps a bullet to the head?

I saw a whole documentary somewhere regarding this some time back...and the bracelets aren't your run of the mill fashion accessory but are made of hardened steel.

The logic was that once it is cut off, an automatic signal would be sent to the monitoring station that the bracelet has been detached and they would know the culprit.

Next to impossible if tgey attach them at feet and telling everyone officially it is not wise these type of things better keep secret and silent

Terrorists are tagged in the UK and USA so no it's not a violation of human rights. The ankle tags work like geo fencing, so you can put up a virtual fence on a map of the tag leaves that area an alarm goes off.

If they tamper with the ankle tag: an alarm goes off

If the suspect fails to report in at agreed time : usually done in person at a designed police station or prison, an alarm goes off.

It uses tech similar to GSM based vehicle and fleet tracking devices. Quad band and also stores a log of six months movements.
