Government to initiate legal action against sugar tycoons after Eid

ISLAMABAD: The government is going to initiate legal action against Pakistan’s major sugar mills after Eid Al-Fitr, officials said on Thursday.

“With the approval of the prime minister, we will initiate criminal proceedings against them after Eid,” Shehzad Akbar, Prime Minister Imran Khan’s aide on accountability, said at press conference held to present the findings of the Sugar Forensic Commission, which investigated a sugar crisis that gripped the country earlier this year.

“Sugar mill owners have cheated farmers and evaded taxes, as the relevant state institutions failed to check them,” Akbar said, while sharing the main points of the commission’s report.

The commission’s investigators audited six major sugar groups which hold 51 percent of Pakistan’s production to examine how they were exploiting farmers, tricking the state and selling their commodity at exorbitant rates in the local market.

“A process of reforms will be initiated in relevant institutions along with devising a mechanism to see as to how we can make recoveries (from the mills’ owners),” Akbar said.

“In 2017-18, sugar mills determined the cost of production at Rs51 per kilo whereas the report gave an estimate of Rs38 instead,” Akbar said, “In 2018-19, sugar mills calculated cost price at Rs52.60 while the report gave an estimate of Rs40.”

According to the report, the mills have “for years” under invoiced sales and kept “double account books” to evade taxes.

Akbar said the sugar commission has named a number of influential people who, according to its findings, benefited from sugar export subsidies and profited from the commodity’s rising prices in the local market. On its list are: the prime minister’s close aide and former secretary general of the ruling Pakistan Tehreek-e-Insaf (PTI), Jahangir Khan Tareen; lawmaker Moonis Elahi from Pakistan Muslim League Quaid (PML-Q); son of the opposition leader Shehbaz Sharif; and brother of Economic Affairs Minister Khusro Bakhtiar.

The sugar mills, Akbar said, also exploited the farmers by using informal receipts.

“It was ultimately the farmer who was crushed because there was no official record. The mill owners showed the price of production as more than the support price which meant that farmers earned less.”

Sugar cane is a popular crop in Pakistan for which the government sets procurement prices. The industry is further protected by a 40 percent import tariff.

There is a policy coming that will reduce the allocation for sugarcane farming and more cotton farming.

nothing will happen. they will win the case on technical grounds citing the following -

1. the govt allowed us to export sugar .

2. the govt gave us subsidy

3. kachi parchis and weight imbalancing is impossible to prove in court

simple solution to end this sugar mafia . allow import of sugar. they will die on their own.

Nothing will be done, there will be no justice. But one thing government needs to make sure of is that they aren't able to do corruption again in future.

all the bla -bla looks good on tv.......... but in reality,, everyone is raping everyone in govt,

.to calm the public, a small bone is thrown , from time to time in public to chew on,


this govt aint any different then the past......... just pick n choose , blackmail and threat of prosecution, to certain, to fall in line,

same tactic , since decades,


all the accountability/justice/rule of law is only on ARY tv. /tweets and press confrences,

in courts, every one, turn out to be a momin...........

Are we referring to the actions by the previous gov'ts evidenced by Mr.Shahbaz Gul's recent press conference or the report about the billions of rupees of profit made by the Sugar Mill owners during the PTI era?

The Cabinet headed by Imran Khan allows the sugar exports; PTI's Punjab Chief Minister Usman Buzdar awards the subsidy to the exporters. Sugar tycoons such as Jahangir Tareen simply took advantage of the PTI's export policy. I must be the most stupid person on earth because I can't see where the law has been broken or circumvented.

In my humble opinion, this would be another public relations exercise. Eventually, every one of the accused would be exonerated by the Supreme Court and gov't would declare that we are blameless as it is the legal system that rescues the culprits. Won't it save a lot of Court's time and legal expense if the gov't should come out & say that due to misinformation, they made the wrong decision and that they would ensure that such mistakes would be avoided in the future? However, one is more likely to get hit by lightning than Imran Khan accepting a mistake even though made in good faith.

Sir your knowledge on the matter is limited. I would advise you to stop watching Geo News and actually read the sugar report or at the very least get the name right of who did the press conference. Your political loyalties are showing through your post.

I agree they simply took advantage of the situation, if the government can some how prove the mafia was involved in manufacturing the governments policies related to export and subsidy in which case a lot of PTI officials would be in trouble, if thats not the case it makes no sense what the government is trying to achieve. But in my opinion its good to have this information public at least, this they should be credited for.

Firstly let me apologize for the name. I humbly admit my mistake. By the way, I do watch Geo news occasionally, but more often than not, the 'Hum' news is my favorite TV channel.

I admit that I do not care a lot about Imran Khan, but I don't have any political affiliations. IMO, after Ayub Khan, first 3 years of Musharraf were the best in terms of governance. The fact, however, remains that if no export had been allowed, Jehangir Tareen would not have made millions.

Regarding the outcome, only the time would tell if I am wrong.
