Pakistan to host 4-nation meeting on ending Afghan war

KABUL, Afghanistan (AP) — Afghanistan, Pakistan, China and the United States will hold talks in Islamabad on Monday aimed at reviving the Afghan peace process.

Afghan Foreign Ministry spokesman Ahmad Shekib Mostaghni said Saturday that the representatives will discuss a "roadmap for peace talks." The talks were agreed upon during a visit to Kabul last month by Pakistan's army chief Gen. Raheel Sharif.

Monday's talks do not include the Taliban, who have been battling the U.S.-backed government for nearly 15 years and have recently stepped up their attacks.

Talks with the Taliban have been on hold since July, when they collapsed after just one meeting following Afghanistan's announcement that longtime Taliban leader Mullah Mohammad Omar had been dead for more than two years. The Taliban called off its participation and a second meeting was cancelled.

A subsequent power struggle within the Taliban has raised questions about who would represent the insurgents if the talks with Kabul are revived.

Pakistan is believed to have influence over the Taliban, but relations with Kabul have been tense in recent months. The two countries have long accused each other of backing the Taliban and other insurgents operating along their porous border. Taliban leaders are widely believed to be based in Pakistani cities near the Afghan border, including Quetta and Peshawar.

Afghan President Ashraf Ghani took part in a regional "Heart of Asia" conference last month in Islamabad, which called for the resumption of the Afghan-Taliban peace negotiations. Ghani was given a warm welcome at the meeting, which was also attended by U.S. and Chinese representatives.

Analysts have cautioned that despite the rapprochement between Kabul and Islamabad, any substantive peace talks are still months off. Taliban demands have consistently focused on the end to an international military presence in the country. The U.S. and NATO have 13,000 troops stationed in Afghanistan, mostly in a training capacity, They include 9,800 Americans.

The Taliban have intensified attacks in recent weeks and come close to taking over strategically important districts in southern Helmand province, the world's premier poppy-producing region. Almost all the world's heroin is made from opium grown in southern Afghanistan.


Afghan civil society groups on Saturday called for an inclusive peace dialogue, saying that women's and human rights should be central considerations. Few previous meetings between the two sides have included women or civil society activists.

Sonya Aslami, of the Afghan People's Dialogue on Peace Initiative, said women's participation in the peace process was essential to its success. "The government should consider it as a priority," she said.

The umbrella group said five years of peace negotiations had failed "due to a lack of clear objectives, a lack of inclusivity in peace planning and insufficient consideration of people's demands."

The most interesting part is there no India this time into discussion. So also development in respect of China's roll in this region regarding Afghanistan is becoming more interesting and with efforts of Pakistan both China & US are due to include in talks beside Pakistan and Afghanistan despite China US turbulent relations in near future.

This is a very good step. Through this we can actually come up with a plan on how to end the war in Afghanistan an create peace with the Taliban. All four of us have a responsibility to see this matter to an end.

This will also bring US and china together as well and they realize how working together as equals they can accomplish more as well as Pakistan an Afghanistan will realize how they too need to work together... Ofcourse insurgents group will be covered as well ISIS who are not part of the peace process and only want death.

Problem is this time Taliban will have upper hand in talks and they are going to demand tough things which neither USA nor Afghan government will like

That's the way to go forward . It will strengthen not only our position in region but also in world as a state promoting peace and progress while the wet dreams of People on the east to isolate Pakistan would remain so for the ages to come.

Personally speaking

Keeping in view the history regarding peace processes and talks in past, it has been mostly found that Pakistan has played the best and vital role in this region. The news of Afghanistan, Pakistan, China & USA agreed for talks itself is a big development for regional growth as well as concerning peace in Pakistan. This process will indeed impact the CPEC which has become a game changer from the day one. The part being played by our COAS is indeed applauded widely as well as being acknowledged across the globe and brought us the Honour. It is also indicates the importance of Pakistan & China for growth and stability of this region. The talks with Taliban were acknowledged by US herself so the process was begin but due to some elements and unwanted intervention of proxies, was derailed. There could be chances that as seen in the past whenever the time has come for a solution of a better Afghanistan, adversaries happened and very well executed by India & to the some extent Iran. India has been struggling to create an atmosphere where the maximum problems could be done to unrest Pakistan and despite having very favored, the foreign strategy of Pakistan and Intelligence service not just countered the same but as well as US become aware enough that can not exit until & unless Afghanistan is at peace. India has been playing so far a game to counter both China & Pakistan with proxies and terrorism camps. Let the peace process begin for better Afghanistan, Pakistan and brighter future of this region.

Soon we may see a big terrorist attack somewhere in Afghanistan to roll back peace meeting, and guess, who will be blamed??

It seems a very slow process while peace in Afghanistan is an urgent requirment.
First they'll sort out "a roadmap for peace talks".Then for ages we'll hope for the talks to start.
Then their will be consensus that the talks must continue..then this ..then that.
Meanwhile there will have been enough incidents in Afg to derail the whole process.

Regardless,this is an encouraging step forward.

Rest about upper hand of Taliban, as per my opinion when the parties comes to the table of negotiation then it is meant to negotiate each & every part of circumstances however, i would like to let it begin and see the fruits. Once the Taliban were ruling party if i am not wrong here and US and us all know what happened in the past so i wouldn't repeat but the these talks would at least lower the mess level eventually the process will be started.

Their power in Afghanistan has been taken care of by Pakistan and ISI. By the way peace in Afghanistan is must but it's long process
Bhaijan the efforts of military and ISI are no doubt worthy of applause but something needs to be done by us to win back the trust and faith of the Afg masses.

True that but would go on a pace once basic things are brought forward or sitting like hand on a hand wouldn't help to resolve the issue either. So this how the outcome could be gained in the end and for that reason, there should be a peace process which a mus for us too.

USA need an exit in near future from Afghanistan and Pakistan is not going to clean their mess so they have to handle their own problems because of wrong entry at the wrong place on the wrong time. So also, Pakistan need peaceful neighbour as well at least one though the othere one would never be at rest.

Its good to see that Pakistan's Foreign Policy is back on track. Afghans would never appreciate this gesture. Nevertheless stable Afghanistan is in the best interest of Pakistan.

Foreign invasions in these countries messing up the entire law and order of these countries. Left Afghanistan, Taliban controlled it. Left Iraq, ISIS controlled it. More convenient is the advamced weaponry not secured and evently comes in the hand of these terrorists.
