Yep, but mostly in the Northern areas next to the Mongolian desert. (Beijing for example is in this unhappy location).
The Southeast part of China (the most populated area) has an enormous amount of water, so does the Tibetan plateau.
This is why we started the South–North Water Transfer Project, which will cost twice as much as the Three Gorges Dam and will move excess water from the Yangtze river up to the Northern area near Beijing.

I know, but my point is, keeping the rate of flow of water a constant, isn't it logical for decreased water share for per capita?
Offcourse, if you keep amount of water source constant, then per capita share would naturally decrease with increase in population.
