I don't know about initial stage of production but at this stage they are not getting any from govt.Okay so this sugar has recieved no government subsidy - through any inputs etc?
I think there is subsidy at input stage. Personally i would prefer if subsidy was directed at fruits, veg etc and would love to seem them on sale in UK supermarkets instead of Indian, Chinese, South African, Australian etcI don't know about initial stage of production but at this stage they are not getting any from govt.
Our competition is Indian sugar and India is giving them subsidy and to match that we need to move in that direction but instead of subsidising mill owners we can subsidise farmers at sugar cane stage.

Yes subsidise the farmers instead of mill owners and things will go great.I have been saying this that Govt must start some real investment in the Agriculture sector, it shouldn't be like Asad Umer saying " kisan hamaray dil meyn rehtay hain" --- farmers don't want to live in Asad Umer's heart, they want some serious business.
Right now, the high cost of production is not giving the farmers much motivation -- fertilizer expenses is getting out of range for small farmers. ----
We are an Agrarian economy and our industrial products are also mostly agro based (textile) -- with the shortage of electricity, over taxation etc., -- there's no short term solution for agro based industries ----- I believe that in short term, it's only the agriculture sector which has the potential for earning more foreign exchange.

Its better then let that subsidy sugar rot? Sure. Will it better to grow something else which Pakistan import instead? Or at least grow something that can be exported without government subsidy.
Wheat I can understand for food security but sugar? Pakistanis already need to consume less sugar to begin with.
Government can start working on lining up canals to save water. In fact more land can be irrigated with better use of water all year around. This will cost billions and take decades to bring all of land under modern irrigation but this is the future and only way to increase yield per acre with available land.
